Context:
IOM’s Rapid Response Fund (RRF), in close coordination with the USAID Bureau for Humanitarian Assistance (BHA), is one of the few fast, flexible emergency funding mechanisms available to International and National Non-Governmental Organizations (I/NNGOs) in Sudan. Managed by IOM since 2013, the RRF facilitates life-saving humanitarian interventions to IDPs, returnees, host communities, and vulnerable
populations affected by conflict, floods, disease outbreaks, and other natural and man-made disasters throughout the country. The RRF provides critical support through NFI, Shelter, WASH, Health, FSL and Protection assistance. Under the overall supervision of the Head of Programmes, and direct supervision of the Grants Manager (Rapid Response Fund), the successful candidate will work closely with
implementing partners to support the RRF program in matters relating to monitoring and evaluation of Food Security & Livelihood projects throughout Sudan. In particular, he/she will:
Core Functions / Responsibilities:
- Provide technical support to RRF funded Food Security & Livelihood-focused implementing partners and monitor their activities to assure that they meet national and IOM global standards.
- Conduct regular visits to the project sites to verify if Food Security & Livelihood projects are progressing as reported and as per the agreed narrative, indicators, and work plan. - Participate in the assessment of potential Food Security & Livelihood implementing partners to determine their ability to carry out project activities before grants are awarded.
- Draft regular monitoring reports on Food Security & Livelihood sub-grantee activities and achievements to feed into the RRF program’s reporting requirements.
- Keep track and provide reports on any challenges and delays by Food Security & Livelihood-focused implementing partners in the field.
- Assist in reviewing Food Security & Livelihood sub-grantees’ submitted narrative and financial reports and provide the RRF Grants Manager with feedback that will directly affect the approval of partner interim and final reports, as well as approval of payments.
- Carry out follow-up visits to project sites at established intervals during implementation and after project completion to assess/measure degree of impact, in coordination with the RRF Grants Manager.
- Attend Food Security & Livelihood Cluster meetings and prepare minutes of meetings for the attention of the Grants Manager.
- Assist in facilitating photo and video documentation of active projects for verification and visibility purposes.
- Contribute to the implementation of the RRF capacity building plan to promote the program among potential sub-grantees, reinforce their capacity and help potential Food Security & Livelihood partners to meet the eligibility requirements to access RRF funds.
- Accompany the RRF Grants Manager, donor and/or other interested visitors to project sites, providing inputs on progress and overall context.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Bachelor’s degree in Agriculture, fisheries, or related Science degrees or other related field from an accredited academic institution.
Experience
• Minimum 3 years of practical and progressively responsible experience in the field of Food Security & Livelihood, especially in humanitarian contexts, and with a strong understanding of USAID-funded programs implemented by UN Agencies and I/NNGOs.
• Previous work experience with UN agencies and INGOs is a strong advantage.
• Preferably at least 1 years of experience in monitoring and evaluation of Food Security & Livelihood programming.
SKILLS
• Expert technical knowledge of Food Security & Livelihood in emergency contexts.
• Technical skills in qualitative and quantitative evaluation.
• Strong communication skills with the ability to effectively and persuasively present information in a variety of settings and formats.
• Familiar with activity and grant reporting methods.
• Advanced knowledge of Microsoft Office, with proven experience in Word, Excel and Power Point.
Languages
• Fluency in English and Arabic (oral and written).
• Additional fluency in any local Sudanese dialects is desirable.
