Context:


IOM’s Rapid Response Fund (RRF), in close coordination with the USAID Bureau for Humanitarian Assistance (BHA), is one of the few fast, flexible emergency funding mechanisms available to International and National Non-Governmental Organizations (I/NNGOs) in Sudan. Managed by IOM since 2013, the RRF facilitates life-saving humanitarian interventions to IDPs, returnees, host communities, and vulnerable
populations affected by conflict, floods, disease outbreaks, and other natural and man-made disasters throughout the country. The RRF provides critical support through NFI, Shelter, WASH, Health, FSL and Protection assistance. Under the overall supervision of the Head of Programmes, and direct supervision of Grants Manager (Rapid Response Fund), the successful candidate will work closely the program
team and the implementing partners to support the RRF program in matters relating to admin, finance, operations, liaison, and public relation among other fields. In particular, he/she will:


Core Functions / Responsibilities:

  1. Provide throughout administrative, logistical and secretariate support to the RRF Grants Manager in managing the program including coordination and liaison with previous, current, and potential implementing partners.   2. Ensure inter-units’ liaison within IOM Sudan, including coordination with support functions units and the office of the Chief of Mission to make sure that internal processes are timely performed and adequately documented in accordance with IOM rules and regulations.
  3. Prepare files and collect necessary supporting documents of the program in coordination with the relevant program staff and ensure their signing by relevant program staff, Grants Manager, program Manager, RMO, all the way to the Chief of Mission as applicable.
  4. Attend RRF coordination meetings and other meetings with partners, donors, government authorities and other stakeholders, prepare meetings minutes and follow up with relevant program staff and other units on the implementation of action points.
  5. Draft Note for File (NFFs) and Note Verbal (NV) and assist with informal translations of correspondences and other materials from Arabic into English and vice-versa as needed and assist with interpretation during meetings and events as needed.
  6. Act as communication Focal Point for RRF Program, support and facilitate photo and video documentation of program activities, collect success and human development stories, draft social media posts in coordination with IOM Sudan Communication unit, produce visibility materials and ensure adequate visibility throughout the Program.
  7. Assist with the organization of workshops, trainings and other RRF program events including logistics preparations among other organizational arrangement such as PRF creation, identification of venue, catering, transportation, preparing of needed tools such as stationery, agenda, attendance list and materials/documents related to the project deliverables.
  8. Alert the Grants Manager of any non-compliance to SOPs or codes of conduct by the implementing partners.
  9. Perform any other additional tasks as may be required by supervisor

Required Qualifications and Experience:

Education
• University degree in Business Administration, Public Administration, International Development, Monitoring and Evaluation, Social Sciences, or related fields


Experience
• Minimum 3 years of practical and progressively responsible experience in the humanitarian sector.
• Experience working in UN Agencies or international organization is an advantage.
• Experience working as Executive Assistance, with a strong knowledge of grants management and liaison with implementing partners is a significant advantage.

SKILLS
• Excellent report writing skills and comfort with reading, editing, and writing full-length proposals and reports in English.
• Familiarity with activity reporting methods.
• Strong data entry and information management skills, with an attention to detail.
• Expert technical knowledge of some of the RRF program intervention sectors is an advantage (Emergency Shelter, NFI, Health, WASH, Protection and FSL.
• Collaborative skills for efficient coordination with other program and support units, as well as with RRF’s NGO implementing partners.
• Advanced knowledge of Microsoft Office, with proven experience in Word, Excel and Power Point, to name a few.
• Any other design and layout software skills are an advantage.


Languages
• Fluency in English and Arabic (oral and written).
• Additional fluency in any local Sudanese dialects is desirable.
