Context:

Under the overall guidance of the Protection Officer and the direct supervision of the M&E Officer, the successful candidate will be responsible for the Monitoring and Evaluation activities throughout the implementation of the Migrant Protection for Return and Reintegration (MPRR) program in support of the Khartoum process.

Core Functions / Responsibilities:

1. Support the development and consolidation of the M&E strategy, work plans and M&E plans for the MPRR programme to maximize learning and accountability.

2. Support the implementation of the M&E plans and the generation of reliable data for resultsbased management of the MPRR programme. This will involve regular travel.

3. Lead data collection exercises (sampling, tool development/review, enumerator training, pilot surveys, data collection, data cleaning and data analysis).

4. Support project management with the preparation of timely reports including monthly FLASH and input for donor reports to monitor donor compliance. Reports must contain valid data against logical framework indicators and provide clear justifications for divergence.

5. Draft progress reports such as weekly/ monthly report containing identification of problems/potential bottlenecks and celebration of programme successes and good practice. Reports should include recommendations to improve the efficiency and effectiveness of MPRR programme activities.

6. Monitor data is correctly entered with relevant supporting documents attached in RIMS/MIMOSA in line with IOM data protection principles.

7. Maintain an M&E approach that is ethical, robust and participatory- mainstreaming protection, gender and specific needs, with a rights-based approach to programming, environmental sensitivity and sustainability and principled humanitarian action.

8. Plan, organize and deliver training /workshops to build capacity of IOM programme personnel and partners facilitating that they understand the M&E system and their responsibilities within the system.

9. Maintain list and register of data collection tools such as mobile phones and tablets provided to enumerators, monitor that they are kept in a safe place and report any damaged or misplaced tool to M&E and Information Management officers.

10. Develop TORs for external evaluations and M&E activities and support consultants as required.

11. Work with the project staff to monitor relevant context related indicators and triggers relevant for the MPRR programme activities.

12. Provide project staff with after action reviews and promote a culture of generation of knowledge, lesson learning analysis and reflection.

13. Perform such other duties as may be assigned.

Required Qualifications and Experience

Education

University degree in project management, social science, development planning, statistics, or related field.

Experience

• Minimum of 4 years professional experience in M&E and information management experience in the humanitarian context.

• At least one year of experience using the following tools: Microsoft Access, Microsoft Excel, Power BI, and SQL Server.

• At least one year of experience in systems analysis and development, data modelling and SQL programming.

• At least one year of experience in developing and maintaining data systems with ODK/Kobo.

• Experience in RESTful web service APIs and modular user interfaces on an application framework/platform – Drupal, Symfony, and React is an advantage.

• Experience with IOM or UN agencies is an advantage.

• Knowledge of migration crises and settings is an advantage.

Languages

Fluency in English and Arabic is required.
