Context:

Background and rationale:

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental, and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Since early November 2020, thousands of Ethiopians from the Tigray region have started crossing borders into Gedaref state, Sudan, fleeing their country because of an outbreak of war. The Government of Sudan (GoS) through the Commission for Refugees (COR) has quickly set up a response coordination mechanism in collaboration with UNHCR and announced that these Ethiopians are recognized as refugees on a prima facie basis upon arrival in Sudan. The GoS has designated the Umroukba camp and Tuneydbah camp in Gedaref state for accommodating the refugees while the third camp is currently being set up in the state.

IOM, other UN agencies, and international partners have recognized that these refugees have a significant need for mental health and psychosocial support (MHPSS) due to their traumatic experience back home and through their journey to Sudan and pro-longed stay in the crowded camps with limited privacy.

Under the overall supervision of the National Coordination Officer of Migrant Resource Centre (MRC) in Gedaref and direct supervision of the MHPSS Team Leader in Gedaref, the successful candidate will be implementing IOM’s MHPSS activities in Umroukba camp, Gedaref.

Core Functions / Responsibilities:

  1. Implement community-based MHPSS activities in the Umroukba camp under the guidance of the MHPSS Team Leader and in coordination with other team members, including IOM partners’ Trauma Center psychologists. The activities will include: community-initiated activities (e.g. sport, sociocultural, spiritual), stress management workshops, focus group discussions, individual counseling and family support/mediation, with a specific focus on vulnerable refugees including single mothers, people who grieve from multiples death and multiple losses, unaccompanied children, isolated elderly, GBV
    survivors and people with mental disorders, disabilities or other social vulnerability.
    Referrer beneficiaries to medical, legal and other humanitarian services as appropriate.
  2. Organize relevant MHPSS trainings for humanitarian actors, primary health care
    workers, key community members, community leaders, traditional healers and other key
    stakeholders as relevant.
  3. Ensure maintenance of beneficiary expression and confidentiality during and after all
    MHPSS activities and follow the IOM MHPSS procedures and data protection guidelines.
  4. Collaborate with other agencies on the ground on behalf of IOM as needed for referral
    and other relevant matters for the good implementation of the activities and in the
    interest of the beneficiaries.
  5. Be on the lookout for MHPSS related empowerment areas in the interest of beneficiaries.
  6. Support the protection team in proper managing the MHPSS clinic as well as IOM
    Women Centre.
  7. Support the implementation of Counter-trafficking and Cunter-smuggling activities in the
    camp in coordination with the MHPSS Team Leader and other relevant colleagues.
  8. Perform such other related duties as may be assigned.

Required Qualifications and Experience:

Education

  • University degree in mental health nursing, psychology, mental health and psychosocial support, psychiatry or a related field from an accredited academic institution with 4 years of relevant professional experience.

Experience

  • At least 3 years of field-based experience in community-based psychosocial support
  • programmes. Experience and qualification in counselling is an asset.
  • Experience and qualification in counselling is an asset.
  • Familiarity with the IASC Guidelines on Mental Health Psychosocial Services in Emergency.
  • The setting is an asset.
  • Field-based experience in working with humanitarian agencies in emergency settings is an asset.
  • Resilience and flexibility to work in a challenging environment.
  • Demonstrated interpersonal skills and ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds.
  • Knowledge of United Nations and Non-Governmental Organizations humanitarian community.
  • Experience in report writing and use of Microsoft software (Word, Excel and PowerPoint)

Languages

  • Excellent written and oral communication skills in English language is required. Working knowledge in Arabic language is advantageous.
