Context:


Background:


IOM Sudan is looking for a consultant to provide comprehensive training for state water corporation personnel and Doka community focal points to establish a water management committee WMC, in order to increase the sustainability and the lifespan of the water system.
The capacity building component is thought as an integrated action to the rehabilitation and construction part, this is to improve the management system and the revenue collection. Particularly the revenues shall be sufficient to cover operation, maintenance and rehabilitation cost with some margin for possible future extension and improvement of the water line. The capacity building wants to tackle members of the state water corporation as well as community members, so with raising skills of the technical staff can be beneficial to the sustainability of the water facility. Empower the awareness of the community to have a friendly environmental system minimizing leakage and water spill at the distribution points.


TASKS/JOB DESCRIPTION


The incumbent will work under the general supervision of the Project Manager (HRT) and the direct supervision of the program engineer based in Khartoum:

SCOPE OF WORK:

  1. Review existing legislation, state and by-laws, and community training materials available in Sudan and specifically with WES and SWC in Gedaref.
  2. Explore the feasibility of private sector participation, partnership and engagement for sustainable water management and governance
  3. Prepare a training manual user-friendly (Arabic and English) incorporating the following
    topics:
    • Water networks system brief functional explanation (including scheme)
    • Water networks operation and management
    • Maintenance of the electrical component of the water network
    • Maintenance of the mechanical part of the water networks
    • Maintenance of the hydraulic component of the water networks
    • Roles and responsibilities of SWC and Community focal points and role of WMC
    • Water tariff and revenue collection (business model with private engagement can be included)
    • Troubleshooting manual
  4. Together with SWC and IOM Gedaref team, participate in the creation of the gender balance water management committee WMC in Doka
  5. Based on the manual produced and approved by IOM and SWC, carry out the training (at least 5 days of training in the field), which will emphasize the importance of participation and active involvement, of all stakeholders. The training will involve the following representatives:
    • Doka water supply technical staff, SWC
    • Doka WES
    • Doka water supply committee members.
    • Doka locality public health officer.
    • Selected members from the public /including schoolteachers
    • Possibly private companies interested to support a sustainable business model
    • The training will be done by the consultant in coordination and with the support of the IOM Gedaref office

DELIVERABLES


• Outline of the proposed approach and methodology of the request action
• Justified budget for the different components
• Timeframe of the proposed actions ( not more than 30 calendar days)
• CVs of eligible consultant.
• All reports and official communications need to be in English language.


TIMEFRAME OF THE ASSIGNMENT:
The review, development and implementation of the water management committee manual and training should be done within 30 calendar days.

Required Qualifications and Experience


Education
• University degree in Environmental engineering, civil engineering, hydraulic/water engineering or other relevant field


Experience

  1. 3 years of professional technical experience in engineering in Sudan, preferably in the location of the assignment.
  2. Good writing and reporting skills,
  3. Familiarity with the International Organization, UN agency or diplomatic mission an asset,
  4. Good computer knowledge in MS office packages.
  5. Able to work with GIS software and AutoCAD to prepare maps of the works

Languages
Fluency in English is Required. Knowledge on Arabic language will be added advantage.
