Background:
Carrying out or supervising all maintenance logistics activities in the base (vehicles, fuel consumption, and local infrastructure) according to MSF standards and protocols in order to have the material, infrastructure and vehicles in optimal running conditions.
Duties and Responsibilities:
- Planning vehicles movements, tracking individual trips, and ensuring implementation of security measures
- Tracking consumption of supplies, fuel, lubricants, used in different facilities (office, house, store, etc.).
- Checking the maintenance of the various open spaces (gardens, courtyards…) and ensuring that domestic waste is correctly discarded
- Checking and ensuring the maintenance of MSF premises and facilities, as well as the general water supply, electrical, walls, ceilings ect. and security conditions. In this sense, making inspection visits to assess the rehabilitation needs of facilities.
- Performing maintenance of logistics equipment for cold chain, energy, IT and radio communications, in particular:
- Inventories and the reallocation of equipment.
- Renewing the authorization to use radio material with local authorities.
- Checking the quality of the work carried out on generators and electrical installations.
- Preparing orders for his sector activity, do the follow-up, and checking their proper reception and state.
- Carrying out local purchases and ensuring that the line manager is aware of any problems linked to the quality or availability of the items to be purchased.
Participating in trainings at the request of the line manager
MSF Section/Context Specific Accountabilities
- Work closely with the Logistics Manager and/or LogCo Assistant to organize staff and cargo movements, making sure transport plans reflect operational needs and security considerations.
- Prepare and update weekly and monthly transport plans, including vehicle allocation, route planning, and basic fuel tracking.
- Set up and regularly adjust duty rosters for drivers and guards to ensure proper coverage while respecting working hours and reducing fatigue risks.
- Supervise drivers and guards on a daily basis, ensuring they follow Médecins Sans Frontières policies related to safety, security, and professional conduct.
- Provide regular feedback, informal coaching, and periodic performance follow-up for drivers and guards.
- Follow up on both preventive and corrective maintenance of generators, vehicles, and facilities (base, guesthouses, warehouses), ensuring issues are addressed in a timely manner.
- Keep asset registers and maintenance records up to date to support tracking and compliance with technical standards.
- Coordinate with technical staff such as electricians and handymen to ensure maintenance and repair tasks are completed effectively.
- Ensure that all premises remain functional on a daily basis, including water supply, electricity, and waste management systems.
- Monitor basic environmental health conditions across facilities and report or address any concerns.
- Supervise skilled and semi-skilled workers, organizing their tasks, checking quality of work, and ensuring safety procedures are followed.
- Step in to support physically when needed, especially during urgent repairs or set-up activities.
- Identify gaps in staffing and arrange for daily workers when required to maintain operations.
- Prepare and verify attendance sheets and daily work records for temporary staff.
- Oversee fuel management for vehicles and generators, including monitoring usage, managing stock levels, and organizing refueling.
- Apply practical controls to reduce fuel losses and improve efficiency.
- Maintain accurate operational records using basic tools such as Excel (fleet tracking, fuel logs, maintenance records).
- Assist in drafting simple service contracts and support procurement-related tasks when needed.
- Provide regular updates and reports to the Logistics Manager and/or LogCo Assistant on key indicators such as vehicle usage, maintenance status, and facility functionality.
