The Project Coordinator (PC) delegates ad hoc some responsibilities to the Deputy Project Coordinator according to objective criteria taking into consideration sustainability in the treatment of the different dossiers. In general terms, the Deputy Project Coordinator will assist the PC in planning the project’s objectives and priorities, by identifying the population’s health needs, analyzing the context, risks, and constraints, and calculating the human and financial resources needed. He/she will contribute to the supervision, monitoring, and follow-up together with the PC of all aspects of the projects to ensure its efficient and smooth functioning. He/she will replace the Project Coordinator in his/her absence. Duties and responsibilities:
- Contribute to the analysis of the political, humanitarian, economic, and social context in the project area in order to ensure that MSF’s charter, policies,, and image are respected with regard to national employees, populations, authorities, and partners.
- Contribute to the planning, supervision, monitoring, and follow-up, together with the PC, of all aspects of the project, according to the project plan, MSF operational policy, and main strategic lines.
- Participate in the security management of the project, updating the security guidelines.
- Upon request of the PC, represent MSF within the project limits (local authorities, media, governmental and non-governmental bodies, etc.) and negotiate collaboration agreements. Legal representation is not delegable unless legally backed up (powers of attorney, etc.)
- Support the PC in planning and organizing the project’s human resources; participate in their day-to-day management and in the induction of new staff; evaluate staff under his/her direct supervision and define training needs accordingly.
- Lead exploratory missions according to the PC’s indications, to better comprehend context, priorities, constraints, and population needs.
MSF Section/Context-Specific Accountabilities
- Develop and maintain detailed stakeholder mapping at various levels (local, state).
- Contribute to regular reporting.
- In case of need, cover functions of the senior managers (e.g. HR, Finance, LTL).
- Contribute to advocacy and communications efforts to raise awareness of medical humanitarian issues within the project area.
- Support movement planning and ensure applied security measures during movements are in place and followed.
- When needed, translate conversations during internal and external meetings.
- With the project coordinator, contribute to monitoring the budget execution, to detect potential deviations, report them to the line managers, and propose appropriate actions.
- Time will be split between Gedaref City and Tenedba Camp, according to needs.
When PC is covering remotely:
- Deputy PC is based in Tenedba Camp and serves as security responsible. Travels to Gedaref City as needed.
- Provide regular updates to PC and participate in project decision-making processes.
- Follows and supports project activities and Gedaref Office.
- With the support of PC, serve as lead for stakeholder engagement on the ground – other NGOs, COR in the camp, and communities.
- With the support of PC, serve as lead for representation to authorities in Gedaref (when able to travel).
- Lead for day-to-day operations. Provides day-to-day support to PC support, log manager, HR manager, and finance manager; PC remains overall line manager.
- Regularly updates PC and seeks guidance regarding consequential project decisions (e.g., related to safety, staff behavior/discipline, relationships with authorities, project services, etc.).
- Participates in CMT and meetings with coordination when relevant.
When PC is Tenedba:
Deputy PC
- Based in the Gedaref City Office, serves as security responsible. Travels to Tenedba as needed.
- With the support of PC, serves as the lead for the day-to-day management of Gedaref office.
- With the support of PC, serves as the lead for stakeholder engagement and representation to authorities in Gedaref City.
- Follows and participates in humanitarian coordination meetings in Gedaref City.
- Lead explores, plan for new interventions, and lead new interventions
Minimum Qualification, Skills and Experience Required:
Education | Preferably a medical, paramedical, or project management qualification or university-level studies. |
Experience | Essential previous experience of at least two years is required in the field of humanitarian aid with MSF or other NGOs. Essential working experience in developing countries. |
Languages | Mission language essential. |
Knowledge | Extensive knowledge of writing skill, computer skill (word, excel and internet) |
