With the support and guidance of the HPCE Manager, responsible for implementing the HPCE strategy / workplan, with community participation, and supervising the HPCE activities and HP teams working in the communities and the health facilities, according to the project objectives, MSF values, standards and pro-cedures.

HPCE strategy, activities and monitoring:

•        Actively contribute to the design /adaptation of the HPCE strategy / workplan.

•        Lead and follow up on the implementation of the HPCE strategy / workplan, according to the chronogram.

•        Support participatory approaches and regular patient/community consultations before and during implementation of the HPCE strategy.

•        Organizing health awareness sessions for MSF‘s medical and non-medical staff

•        Support in the design of health education materials and participatory methods, applying the right process (pretesting, validation of content, translation).

•        Contribute to rapid assessments, interviews and surveys.

•        Actively support in the systematic collection, collation, encoding and reporting of community feedback, rumours and contextual events

•        Support the implementation of community-based surveillance (data collection, active case finding, tracing, linkage to care.

•        Responsible for the planning and organization of community meetings, engagement (in collaboration with HPCE Manager).

•        Contribute to the community and actors mapping.

•        Monitoring: Ensure the availability of the data collection tools; the data encoding in the data base, and the quality check.

•        Monitoring: Contribute to the analysis of the monitored data and look for adjustment (in collaboration with HPCE manager), weekly and monthly reporting (MMR, sitrep,…).

Team management:

•        Contribute to evaluation of the HP team (with the HPCE manager).

•        Contribute to the development plan for the HP team.

•        Training: Contribute to the needs assessment, design, planning and implementation of training for the HP team, in collaboration with the HPCE manager.

•        Organize regular and systematic supervision of the HP activities and provide on the job-coaching.

•        Ensure the planning and practical organisation of  the activities for the HP team (HP chronogram and roaster).

•        Ensure the organisation of regular HP team meetings, and follow up.

MSF Section/Context Specific Accountabilities

Support the implementation of the HP/CE activities in the ITFC, pediatrics SRH, MHPSS, ER/Triage departments according MSF standards.

–        Implement and gathers together health promotion tools (messages and materials) and ensures they are used, adapted to the context and distributed.

–        In collaboration with the medical teams plans and organizes the setting up of activities and priorities for the departments.

–        Support in the recruitment, training and supervision of the health promotion teams.

–        Monitors daily activities.

–        Drafts the teams’ weekly activity reports.

–        Listens and answers the public’s questions and concerns specially due to the vulnerable groups situations: Sensitive subjects (e.g. changing funeral rites); Rumors that complicate the measures set up to eradicate the outbreak;Other general or specific concerns of the population (e.g. implementation of a new cholera facility in a neighborhood).

–        Manages materials for health promotion activities in the different pediatrics departments (ITFC, IPD, and ER.

–        Support the implementation of the HPCE activities proper 

–        Regularly reports to the line manager on routine activities carried out and the difficulties encountered.

–        Participates in health promotion team meetings.

–        Attends certain in-service training courses as needed, and prepare plan of trainings for the team.

–        Follow up strictly the IPC measures according MSF standars.

–        Report to the line manager the necessesary information for follow up and technical support.

–        Maintain good worrking atmosphere at all time in the work place and commitment to responsible behaviour and abuse policiy

–        Be flexible in the process of carrying out assigned and or cdelegated tasks/activities

–        Good stress management as context unstable and flexible in working in multiple locations.

–        Essential excellent communication skills and collaboration with other departments as this position is transversal: will work with medical and operations

Minimum Qualification, Skills and Experience Required:

Requirements
  
EducationDesirable: bachelor diploma in social sciences, social work, behavioural sciences, public health, community health, nursing. Essential: secondary school diploma.
ExperienceEssential: At least 2 years’ experience in:
• health promotion 
• team management experience 
• program implementation Experience qualitative methodology is highly desirable.
Languages            Mission language and local language essential
