We are seeking a qualified and proactive pharmacy professional who will lead and coordinate pharmaceutical importation, storage, distribution, and regulatory compliance activities, ensuring the continuous availability of safe, quality-assured medicines and medical supplies in line with MSF standards and national regulations to support effective healthcare delivery across the mission.

As the Pharmacy Manager – Importation, you will play a critical role in overseeing pharmaceutical importation processes, regulatory compliance, and supply chain coordination across the mission. With a strong focus on quality assurance, stakeholder engagement, stock management, and adherence to national legislation and MSF pharmaceutical standards, you will help ensure the uninterrupted availability of medicines and medical devices while supporting strategic decision-making and strengthening pharmaceutical systems throughout the country program.

  • Participating actively in the definition and update of the annual planning and budgets of the pharmacy activities in the project.
  •  Supervising the functioning and organization of the project central pharmacy and other peripheral units, setting the protocols and procedures to be followed by all staff in order to ensure the quality of the service provided to the population, including pharmaco vigilance in case of need.
  • Defining storage, stock management and supply processes, as well as hygiene and security procedures, tools, and protocols (controlling pests and rodents) in order to ensure good storage conditions (temperatures, humidity and light exposure) and the accurate handling of the products and equipment in terms of hygiene and that all hygiene and security procedures are followed in project pharmacies (cleaning, controlling pests and rodents, etc.)
  • Giving support in the ordering and supply process of medicines and medical devices. Monitoring correct stock management across pharmacies within project area, to guarantee a good control and up-to-date data of stock levels and avoid expiries, overstocks and stock outs. Reporting on drug consumption and medical devices dispensed according to protocols, informing on unusual patterns. 
  • Ensuring, in cooperation with the project logistic manager, proper maintenance of cold chain and storage conditions (e.g. humidity, temperature, light exposure, cleanliness, pest and rodents control, etc.), and that classification and organization of medicines and medical material meet MSF protocols. 
  • Ensuring the collection of data for monitoring and surveillance of optimal quantity & quality of medicine use. Supporting activities at service level for effective drug distribution and control, quality prescription (analyzing rational drug use), medicines reconciliation, antibiotic stewardship interventions such as restricted use antibiotic review, follow up of pharmaceutical care plans, patient counseling, good dispensing practices and safe medication practices.
  • Supervising, coaching, motivating and evaluating all the pharmacy staff under his/her responsibility, in order to ensure strict respect for working procedures and protocols. Ensuring that all pharmacy staff uses required clothes and equipment according to protocols, i.e. white coat, gloves, etc.
  • To define, if needed, training opportunities for the medical staff.
  • Carrying out all the reporting tasks associated to his/her field of action and responsibility, ensuring its consistency and accuracy, in order to support in the relevant decision-making and participating in monthly reports according to guidelines (SitReps, medical statistical reports, etc.)
  • Planning and supervising, in close coordination with the HR department, the associated processes (recruitment, training/induction, evaluation, potential detection, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required.
  • The Pharmacy Manager Importation works under the supervision and delegation of the Mission Pharmacy Manager (MPM) and supports the implementation of MSF pharmaceutical policies, ensuring compliance with national regulations, MSF standards, and Good Storage and Distribution Practices (GSDP).
  • Developing standard Operating Procedures (SOP) relating to importation, storage and distribution from transit warehouse in Port Sudan in collaboration with supply coordinators, logistic coordinators, medical coordinators, mission pharmacists/pharmacist coordinators.
  • Ensure regular, clear, and effective communication between Pharma Mission, MedCo, and SupplyCo by sharing all relevant information with the sections involved in the intersectional agreements. 
  • Support mission pharma and medical coordinator/s in negotiation with FMOH and NMBP regarding pharmaceutical related matters.
  • Share any challenges that arise with importation procedures with Mission pharma / Medical coordinator and discuss any possible solution before taking any decision and/or going to the authorities:
  • Regularly update information on pharmaceutical legislation in particular importation and inform Mission pharma / Medco. 
  • Follow up the National Essential Drug List updates and advocate for change or discuss therapeutic specificities if necessary.
  • Conduct regular meetings with the pharmaceutical importation focal points from other OCs, to exchange relevant pharmaceutical information, discuss challenges, and collaboratively identify common solutions.
  • Together with the mission pharmacy manager, ensure that the medical orders are compliant with the national regulations.
  • Ensure the MSF supply policy for Sudan is compliant with national rules regarding legislation on imports, storage and distribution and destruction procedures of medical items:
  • Ensure that the technical requirements from the National Quality Control Laboratory are respected (sampling order, manufacturer data, certificates of analysis).
  • In coordination with the Mission Pharmacist and Authorities, follow-up on sampling activities and test results conducted by NMPB or other relevant authorities
  • Guarantee that MedCo and Mission Pharmacist are informed of new items and/or items with short expiry dates to be received in any international cargo or in pipeline. 
  • Liaise with MSF Procurement Center (MSFLog) for assuring the compliance of procurement centers procedures to the import rules of the country (banned manufacturers, banned dosages, patient information leaflet language, pharmacopoeia references, etc. …)
  • Responsible for reviewing any Cargo Packing Lists (PL), Certificates of Analysis and Certificates of Origin, invoices, and all pre-clearance documentation is uploaded to the MSF Logistique Portail. 
  • Ensure that all products comply with Sudanese regulations and legislation prior to importation, while maintaining clear and consistent communication with the procurement center through MSF Logistique Portail.
  • Document all challenges encountered with importation to identify lessons to be learned
  • Take the lead to draft and regularly update a detailed document on importation rules implemented in the country outlining the specificities per product and sharing it with pharma mission, medical coordinator, OCBA section pharmacist managers and procurement centers.
  • Ensure coherent communication and procedures according to MoH rules:
  • Collect monthly inventory of psychotropic and narcotics and provide the information to Central Pharmacy as required.
  • Support the mission pharmacy manager in case of problem with pharmaceutical importation by jointly liaising with the NMPB.
  • Ensure the Mission Pharma is actively involved in all meetings and discussions with the different authorities related to controlled drugs and nutritional products, guaranteeing proper pharmaceutical oversight and alignment throughout the process.
  • Essential University bachelor’s degree in pharmacy.
  • Mandatory Sudanese Pharmacy registration. 
  • At least 2 years of demonstrated experience as a pharmacist required. In medical INGO’s.
  • Essential 1 Year minimum experience as a manager in medical activities in INGO’s
  • Demonstrated experience in pharmaceutical importation, regulatory affairs, procurement, registration, customs clearance, or pharmaceutical distribution is highly desirable.
  • Proficiency in Microsoft Office Suite (Excel, Word, Outlook) and administrative tracking systems. 
  • Strong communication and stakeholder management skills, with Ministries of Health, National Medicines and Poisons Boards, regulatory authorities, or pharmaceutical inspection bodies.
  • Experience supervising pharmacy personnel and managing multidisciplinary teams.
  • Experience in forecasting, medical stock planning, inventory management, and supply chain monitoring.
  • Experience in preparing technical reports, pharmaceutical documentation, and regulatory submissions.
  • Ability to work in complex humanitarian environments with changing regulations. 
  • Minimum B2 Proficiency level in English and native or near-native proficiency in Arabic.
