 A Senior Monitoring, Evaluation, Accountability, and Learning (MEAL) Officer, manages information and reporting processes and products to ensure professional, high-quality communication in MTI’s activities and results. Improving information management and data quality, and in strengthening knowledge sharing and learning across the organization. MEAL Officer with the supervision of Programs & Grants Manager and support of health advisor to apply full-cycle monitoring and evaluation of programs, developing appropriate methodologies and tools to design evaluations. He/She will lead the roll out and manage MEAL tools as per commitments of Medical Teams International. S/he will support all technical aspects and actions of MEAL regarding the Health & Nutrition sector; respond to program needs; foster ambitious standards and practices for quality data collection, analysis, and reports. Enable accountability to clients, partners, and donors; Implement and support MEAL system and approaches in your areas of expertise and foster learning; Represent MTI at relevant technical meetings.

 JOB RESPONSIBILITIES                                                                                                                                                  

ESSENTIAL DUTIES:

  • Assisting in the development of ‘SMART’ project M&E frameworks and evaluation plans, including identifying project indicators, setting targets, and establishing data collection and analysis methods.
  • With support of program team, lead design of data collection tools and collecting data from various sources, including project staff, partners, and beneficiaries, to track the progress of the project.
  • Support the HIS Officer/Assistants in ensuring that project data entered the databases is accurate, complete, and entered on time.
  • Assist in analyzing project data to identify trends, patterns, and insights, and presenting findings to the M&E team and project stakeholders.
  • Assist in preparing and submitting reports on project progress, impact, and outcomes, and sharing these reports with project stakeholders.
  •  Develop indicator tracking tools and generate indicator reports aligned with internal and donor requirements to demonstrate the effectiveness of project interventions and ensure compliance with project plans.
  • Assist in drafting indicator definitions to ensure that project M&E activities are conducted in accordance with established standards and procedures.
  •  Conduct regular data quality assessments to ensure that data is accurate, flag validation or quality issues, and contribute to system fixes.
  • Collaborating with other members of the M&E team, project managers, health advisor and other stakeholders to ensure that project M&E activities are aligned with project goals and objectives.
  • Contributing to the continuous improvement of project M&E processes and procedures to ensure that they are efficient, effective, and responsive to project needs.
  • Carry out regular field monitoring of program interventions and produce monitoring reports on the given format, conduct debrief sessions with relevant program staff and develop an agreed action plan. 
  • Support the field manager to establish and manage Complaint and Feedback Mechanism which facilitate beneficiaries/ communities to register complaints and share feedback, provide program staff with analysis if feedback trends for program learning and improvement as well capacity building of partner organizations on this theme.
  • Assist the program to maintain complaints, feedback tracking database, and analyze the feedback trends with program staff for program learning. 
  • assist in reviewing data bases and data tracking tools of diverse projects to maintain data quality for collating reliable and consistent data which meets minimum reporting requirements of donors and MTI.
  • To assist in planning and implementation of baseline surveys, monitoring and evaluation exercises and impact assessments when needed.
  • Assist in the follow-up on Comcare system implementation and development in the applied areas.
  • Ensure that the MTI quarterly abbreviated balanced score card is conducted in each health facility and reports prepared and timely shared.

Minimum Qualification, Skills and Experience Required:

EDUCATION, LICENSES, & CERTIFICATIONS                                                                                                                

  • Bachelor’s degree or equivalent in Statistics, Demography, Development Studies, Project Management, Monitoring and Evaluation, Public health, and related field.
  • Post-graduate training in monitoring and evaluation or related field is preferred.

EXPERIENCE                                                                                                                                                                      

  • At least two years of experience in monitoring and evaluation, with experience in formulation of M&E frameworks, tracking project milestones, data collection and analysis.
  • Familiar with DHIS, IRHIS, and other data tools
  • Experience with data analysis software e.g., SPSS, 
  • Possess basic technical knowledge of MEAL approaches and techniques required. 
  • Good computer skills in MS Office, especially Excel and Word – with experience in writing reports required.
