The Norwegian Refugee Council has an interesting and rewarding opportunity to be part of our newest country of operation – Sudan.

The NRC has recently re-registered to operate in Sudan, and is currently in country start-up phase, conducting assessments and designing the first steps of the programme. Focus will be given to people displaced by conflict, refugees, and vulnerable migrants, and potential geographical areas of work will be Khartoum state, South Kordofan and Blue Nile on a first phase, with the idea to expand to other States. 

Working under the overall direct supervision and responsibility of the Emergency Response Manager, the Emergency Response Technical Officer will provide key support to the project in the roll-out and implementation of emergency preparedness and response intervention during emergency and non-emergency situations. The incumbent will work with Area office Emergency Teams, beneficiaries, and stakeholders to ensure projects outputs are of the highest quality and that expected results are achieved in a timely and efficient manner. The incumbent will deploy regularly to provide technical support to Area offices and will be responsible to ensure transparency, accountability, and quality of work on the ground, adhere to NRC policies and be mindful at all times of the Humanitarian Principles.

Role Specific Information

The following is a brief description of the role.

Duties & Responsibilities

  • Ensure adherence to NRC policies, tools, handbooks, and guidelines
  • Iimplement Rapid Response Mechanism (RRM) project portfolio according to Action Plan
  • Emergency Response Technical Officer will undertake implementation of technical activities of the emergency project, including emergency preparedness, project documentation, financial controls, quality control, and M&E
  • Prepare and develop status reports of ongoing activities as required and directed by line manager.
  • Conduct needs assessments for displaced populations or impacted by natural disasters or conflict. 
  • Provide regular activity progress reports to the Emergency response Manager including updating the alert matrix.            
  • Ensure that project targets beneficiaries most in need of protection, explore and assess new and better ways to assist and to have a creative modality to track new IDPs and their settlements.
  • Liaise and collaborate with relevant local authorities, community leaders and other key stakeholders at field level.
  • Lead the quality control in the field of emergency preparedness and emergency response through technical guidance to Area office Emergency Teams
  • Supervise implementation of all RRM activities with technical support and guidance of Emergency Response Manager [based in Khartoum].
  • Coordinate all emergency preparedness and response activities. This will include pre-planning, assessment, coordination, leadership and overseeing emergency responses, in collaboration with the Area Office Emergency Response Teams.
  • Provide and collate regular data on context analysis, early-warning/ humanitarian/ risk monitoring, trigger indicators for assessments and responses. Updating the Alert dashboard in liaison with the Emergency MEAL Coordinator.
  • Update and maintain the emergency Stocks tracker sharing updates with the ERM monthly, support logistics in stock management and quality check of kits.
  • Ensure adequate and safe records of all project deliveries (In-Kind kits, CASH assistance etc.) which should be requested as harmonized to the registered beneficiaries including but not be limited to beneficiary database, RRM kits request, and distributions.
  • Participate in any trainings, capacity building initiatives, to have a solid understanding of the project technical design, implementation approaches, NRC & donor’s policies, and tools, including M&E tools. 
  • When requested, deploy to area offices to support, and initiate emergency response, undertake distributions for both Cash and In-Kind to identified emergency beneficiaries and lead the Emergency Response Team on the ground in conducting distributions.
  • Ensure proper documentation of emergency response activities, including post-distribution monitoring. Monthly output reports and other reporting as required.
  • Training and development of Area offices Emergency Response Team and enumerators, relevant partners, and beneficiaries in emergency response mechanisms.
  • Participate in project related clusters and sub-clusters, prepare, and share minutes as requested by the ERM.

Our Ideal Candidate:

  • Bachelor’s degree in Emergency Preparedness, Disaster Risk Reduction, Disaster and/or Conflict Crisis Management, Social Sciences, International Studies, Development studies, or related fields.
  • Minimum 3 years working in the field of emergency preparedness and emergency response.
  • Experience in cash and voucher-based programming is an added advantage.
  • Previous experience working in emergency projects in complex and volatile contexts.
  • Good skills in the assessment, surveillance, and monitoring in the context of emergency situations.
  • Excellent knowledge and skills in emergency management cycle, Humanitarian principles and standards.
  • Ability to work in a team.
  • Willingness to travel to the field (50-70% roving)
  • Knowledge of the local context and local dynamics of Sudan.
  • Political and cultural awareness and experience of working where insecurity is a major issue.
  • Strong organizational skills and ability to manage multiple tasks simultaneously. ‎
  • Ability to work independently and creatively. ‎
  • Good computer skills including good knowledge of MS Word and MS Excel.
  • Solid field experience, preferably from refugee/IDP programmes.
  • Excellent communication skills (good command of English), proactive, solution maker, strongly positive, constructive, and dynamic personality.
