NRC resumed operations in Sudan in 2020, providing humanitarian assistance, protection, and durable solutions. Our country programme integrates all of NRC’s six core competencies (camp management, education, ICLA, livelihoods, shelter, and WASH), and provides a rapid response capacity (including for the recent refugee emergency in eastern Sudan), and thematic capacities for cash and markets-based approaches, advocacy, digital modes of assistance, and co-leading various technical and strategic coordination platforms

Role and responsibilities

The Security Officer will provide a range of security support within an area, country or other location.

Generic responsibilities

  1. Adhere to NRC policies, tools, handbooks and guidelines
  2. Implement NRC’s safety and security policies at office level
  3. Conduct regular security and risk assessments to identify safety and security needs
  4. Train staff in safety and security and provide regular briefings and updates
  5. Immediately report all breaches of safety and security procedures and all threats to NRC staff, beneficiaries, activities or assets
  6. Facilitate staff hibernation, relocation and evacuation in emergency situations
  7. Supervise, train and develop eventual security staff at office level
  8. Liaise with UN agencies, NGOs and other external actors to gain security information 
  9. Ensure vehicle and staff movements are monitored according to procedures and that necessary safety and security equipment are available and in good condition
  10. Prepare security updates and reports as required

Specific responsibilities

  • Collect information on ongoing and forecasted security issues and share information with staff in a timely manner; maintain information on these incidents in NRC records.
  • Keep management updated on key events and contextual developments that may impact on safety and security.
  • Conduct infrastructure assessments according to minimum operational requirements
  • Participate to Security Risks Assessments to identify Security requirements and to assess if all NRC locations are compliant with NRC Security Risk Management standards.
  • Facilitate implementation and adherence of Sudan-specific SOPs, guidelines and plans.
  • Liaise with key stakeholders and maintain strong relationships in order to facilitate access for implementation of program activities. Key relationships include but are not limited to: HAC, key ministries, community leaders, Resistance Committees, security forces, other NGOs
  • Work closely with Logistics to ensure proper health, safety and security resources and equipment are available and in good working order, in line with minimum standards and operational requirements.
  • Participate to the preparation and facilitation of security trainings and awareness sessions to all staff in the area.
  • Fulfill any other related tasks that may be assigned by supervisor.

Our Ideal Candidate:

  • Minimum 3 years of experience from working in compliance, auditing or risk management functions or minimum 4 years of experience from working in coordinator positions in the humanitarian sector.
  • Documented results related to the position’s responsibilities.
  • Knowledge and skills in the international regulatory context applicable for INGOs.
  • Knowledge and skills in any of the following: safeguarding, accountability to affected populations or Code of Conduct related matters.
  • Fluency in English, both written and verbal.
  • Valid driver’s license.
  • Knowledge of the regulatory context in the country of service.
  • Fluency in local working language (if necessary).
  • Other to be defined by the CO.

Duty station: Khartoum

Travel: 40%
