The purpose of the ICLA Project Manager is to oversee the implementation of the ICLA programme in West Darfur of Sudan which includes possible expansion to Central Darfur.

Generic Responsibilities:

  1. Line management of ICLA project field staff including direct supervision of the ICLA Project Coordinator.
  2. Adherence to NRC policies, guidance and procedures
  3. Provide regular progress reports to AMs and ICLA Specialist
  4. Development of Area level ICLA strategy, technical SOP’s/ guidelines and Macro log frames.
  5. Responsible for development and management of ICLA-related funding proposals, project budgets and donor reports

Specific Responsibilities:

  • Implementation of the ICLA project in accordance with agreements applicable to the grant from the donor(s) and NRC principles and ways of work.
  • Prepare all relevant project documentation to ensure implementation of activities in accordance with ICLA policies and guidelines.   
  • Monitor, evaluate and suggest changes and improvements in the project and materials based on observations and discussions with the ICLA staff and the ICLA Specialist.
  • Prepare weekly and monthly summary reports on implementation and guide ICLA team on preparation of these documents and reports.
  • Develop Area level ICLA strategy which will contribute to the NRC’s ICLA country strategy, action plan, activities plan and priorities for the ICLA sector in-country.

General Professional competencies for this position:

  • Minimum first level university degree in relevant and related field
  • Minimum 3 years of experience from a senior level project implementation position in a humanitarian/recovery context
  • Experience from working in complex and volatile contexts
  • Technical ICLA expertise, especially in the fields of information dissemination, HLP – Collaborative Dispute Resolution (CDR) eviction monitoring and response, and access to legal identity and civil documentation.
  • Experience working on Refugee Status, Immigration and Legal residency (RSD), Access to Essential Services (AES), Internally Displaced Persons Registration (IDPR) and Employment Laws and Procedures (ELP) including work rights is an asset
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal
  • Fluency in Arabic both written and verbal preferred

Context specific knowledge and skills

  • Knowledge of the context in Sudan
  • Knowledge of the legal infrastructure in Sudan
  • Experience with Start-up is an advantage

Type of Contract: 12 Months renewable based on funding, performance, and the need for position

Salary: Based upon the NRC grading Scale

Travel: 50%
