The NRC has recently re-registered to operate in Sudan, and is currently in the country start-up phase, conducting assessments and designing the first steps of the program. The focus will be given to people displaced by conflict, refugees, and vulnerable migrants, and potential geographical areas of work will be Khartoum state, South Kordofan, and the Blue Nile on a first phase, with the idea to expand to other States.

Information Counselling and Legal Assistance (ICLA) Team Leader Alfasher Area Office (National Position)

NRC resumed operations in Sudan in 2020, providing humanitarian assistance, protection, and durable solutions. Our country programme integrates all of NRC’s six core competencies (camp management, education, ICLA, livelihoods, shelter, and WASH), and provides a rapid response capacity (including for the recent refugee emergency in eastern Sudan), and thematic capacities for cash and markets-based approaches, advocacy, digital modes of assistance, and co-leading various technical and strategic coordination platforms.
The purpose of the ICLA Team leader position is to implement the delegated Information, Counselling and Legal Assistance (ICLA) project portfolio. The team leader will work closely with the ICLA coordinator to ensure that project implementation is on track.
The team leader will be responsible for the implementation of ICLA activities. The Coordinator will have overall supervision of all ICLA activities.
Generic responsibilities
- Supervise implementation on ICLA activities in West Darfur.
- Line management including performance management of ICLA Project Assistants operating in West Darfur.
- Adherence to NRC policies, guidance and procedures.
- Contribute to ICLA strategy development, project proposals and provide input on needs and gaps.
- Manage and implement delegated portfolio of ICLA projects related to Housing land and property rights, collaborative dispute resolution and access to legal identity including civil documentation (activities, budget and project documentation in line with proposals, strategies and donor requirements, and ensure high technical quality of implementation)
- Provide regular progress reports to the Area Manager and/or ICLA Programme Development Manager.
- Ensure that projects target beneficiaries most in need of protection, explore and assess new and better ways to assist
- Promote and share ideas for improvement and necessary changes in the activities
- Ensure capacity building of project staff and transfer key skills
- Liaise and collaborate with relevant local authorities and other key stakeholders
Specific responsibilities
- In consultation with the ICLA Programme Development Manager and ICLA Project Coordinator, coordinate and facilitate capacity building trainings for humanitarian partners, local authorities and displaced community leaders.
- Ensure compliance by the ICLA Project Assistant with ICLA policies, and implementation of ICLA case management and M&E tools.
- Implement HR related processes (recruitment, orientation, training, performance appraisal) with respect to the ICLA Project Assistants.
- Ensure compliance by the ICLA Project Assistants with NRC’s Human Resource, Financial, Logistics & Security policies and procedures, and amicably resolve any challenges that arise between the ICLA Project Assistants and NRC’s support departments.
- Supervise ICLA Project Assistants to implement ICLA activities in West Darfur.
- Foster productive relationships between ICLA and local authorities / humanitarian partners.
- Any other task relevant to the position as requested by the line manager.
Our Ideal Candidate:
- A University degree in law is strongly preferred and will be considered a very strong asset; alternatively a degree in social science, political science, or a related subject will be considered if the candidate has a sufficiently strong background in protection related work.
- Minimum three years’ experience from working in a protection or legal assistance implementation position in a humanitarian/recovery context, including the delivery of technical capacity building trainings.
- Experience with housing, land and property rights related issues will be considered a very strong asset.
- Experience in project management, including supervision of staff and ensuring compliance with internal policies and procedures
- Significant experience in monitoring, evaluation and reporting on project activities
- Prior experience of representing an I/NGO, and advocating on behalf of beneficiaries, in public forums (e.g. Protection Cluster/Sector)
- Advanced computer skills, especially in Microsoft Word, Excel, Power Point and Outlook
Technical management expertise relevant to the role. Documented results related to the position’s responsibilities. Fluency in English and Arabic both written and verbal.
Preferable to be from Alfasher area.

Duty station: Alfasher with almost 40% travel.
