The purpose of the Livelihoods & Food Security (LFS) Specialist position is to be responsible for technical development, strategic direction, and quality assurance as well as monitoring of NRC Sudan’s LFS activities and programme, as well as relevant staff mentoring and capacity development. The LFS Specialist is expected to follow NRC’s standards, procedures, and guidelines for CC programme governance. 

Generic Responsibilities: 

  1. Ensure adherence to NRC policies, handbooks, procedures and SOPs/guidelines; 
  2. Develop the LFS Core Competency strategy, technical SOPs / guidelines and Macro logrames; 
  3. Responsible for technical quality and contribute to identifying funding opportunities, including funding proposals, project budgets, and donor reports;  
  4. Responsible for following up on compliance with contractual commitments within the LFS CC, and ensure high technical quality and synergies; 
  5. Provide technical direction and project implementation support; 
  6. Identify trends in conditions/standards and donor priorities and assess better ways to assist; 
  7. Ensure key learnings are extracted from CC implementation, and incorporate them in CC development processes; 
  8. Represent NRC in relevant forums/clusters, including with national authorities; 
  9. 9.Provide recruitment support, systematic training, and build capacity of technical staff 

Specific Responsibilities: 

  • Gather and analyse food security and livelihoods-related data from target or proposed target populations, as part of integrated or joint assessments, and use this in response analysis to develop contextually appropriate, technically sound new projects and programmes and inform advocacy efforts; 
  • Provide technical leadership in developing a robust LFS strategy, outlining the key expected outcomes, the outputs, and activities required to enable NRC to respond to humanitarian and recovery needs relevant to the context;  
  • Proactively work closely with the Head of Programme in defining the funding plan for the LFS strategy; and provide sound and proactive technical leadership in developing project proposals and budgets to donors; 
  • Support Area managers and programme staff to implement funded projects, paying specific attention to technical quality, cost effectiveness, efficiency, timeliness and conformity to grant agreements; 
  • Provide technical leadership in responding to emergencies, with a focus on Food Security responses and Livelihoods protection and promotion support in hard-to-reach areas. 

General Professional competencies for this position: 

  • At least four years in a development and/or humanitarian LFS programming environment, including two years’ experience in a senior level project management position; 
  • Previous experience working in complex and volatile contexts; 
  • Documented results related to the position’s technical responsibilities; 
  • Knowledge in protection mainstreaming, community outreach/engagement, community capacity building, and/or community-development oriented programming, DRR approaches including environmental analysis; 
  • Knowledge and skills in market analysis, cash-based interventions and market-based programmes; 
  • Fluency in English, both written and verbal;  
  • Computer literacy in Microsoft Office, including strong skills in Word, Excel and Outlook. 

Context specific knowledge and skills 

  • Knowledge of the context in Sudan desirable; 
  • Experience in community based and participatory programme design and planning approaches; 
  • Demonstrated ability in thinking creatively and practically to improve the quality of projects ; 
  • Demonstrated ability in conceptual, analytical, and critical thinking with the ability to develop strategies; 
  • Strong monitoring and evaluation skills including in managing, reporting, and communicating related data analysis in a clear, concise manner; 
  • Arabic language skills is an advantage;

Duty Station: Khartoum, Sudan  

Type of Contract: 12 Months renewable based on funding, performance, and the need for position 

Salary: Based upon the NRC grading Scale 

Travel: 20% Gedaref; 45% Khartoum; 25% South Kordofan; 10% Darfur
