NRC resumed operations in Sudan in 2020, providing humanitarian assistance, protection, and durable solutions. Our country programme integrates all of NRC’s six core competencies (camp management, education, ICLA, livelihoods, shelter, and WASH), and provides a rapid response capacity (including for the recent refugee emergency in eastern Sudan), and thematic capacities for cash and markets-based approaches, advocacy, digital modes of assistance, and co-leading various technical and strategic coordination platforms.

Role Specific Information

The Logistics Officer is responsible to facilitating effective delivery of Logistics and Procurement services in order to obtain the best value for money, through a collaborative, quality and results-oriented approach in accordance with systems and procurement policies of NRC in Geneina Area Office.

In charge of procurement, fleet, assets, warehouse at the field level while coordinating with the Logistics Coordinator.

Duties & Responsibilities

  • Adhere to NRC policies, Logistics Handbook, donor requirements in all procedures and processes
  • Have good judgment and the ability to interpret policies and procedures, have careful attention to detail
  • Have good Knowledge of Logistics and procurement processes, policies and procedures
  • Assist the procurement team with the implementation of the procurement portfolio according to plan of action
  • Assist the procurement team to ensure proper filling system/ archives according to procedures in placed
  • Timely update and share contract management records and PTS reports as required
  • Principal responsibilities Key Result # 1 – Purchase, Asset Management and distribution of materials. Conduct and follow up daily operational logistic activities
  • Using the AGRESSO online procurement module, receive purchase Requisitions from staff, get quotations for items from suppliers based on the expenditure levels and purchase the required items as per set policies.
  • Log all requisition orders in the procurement tracking sheet and submit to the Logistics Coordinator as required. Support in development of SOPs as requested
  • Oversee the movement of procured goods to the warehouse in line with set guidelines. Support the administration of resources so that deliverables are achieved within set budgets, timelines and standards
  • Initiates payments for the supplies/materials/ items received and prepares GRN’s to be signed by receiving programs.
  • Assist emergency team to conduct market research on frequently purchase materials available in the local market maintain a list of all identify and approved suppliers within Geneina.
  • Sometimes travel to field office in Krinick and Zalingei to support logistically and implement delegated logistic functions portfolio according to Plan of Action
  • Inform the Logistics Coordinator of non IT assets that need disposal after the annual asset verification exercise. Prepare and develop logistic reports as required by Country/Area office
  • Ensure that all assets in West Darfur are tagged, insured and the same is updated in the register. Key Result # 2 – Logistic related duties
  • Coordinate and arrange for warehouse transportation of food or other materials to different destinations from Marsabit.
  • Coordinate receiving of parcels and equipment (flights/land transport) to and from other NRC offices, lead on storage and distribute the same to staff or project sites appropriately and recorded in the waybill.
  • Maintain an effective fleet data that will generate a monthly fleet report on fuel, repair and maintenance, log sheet etc as submitted by the drivers.
  • Coordinate Drivers’ leave plans, training needs while capacity building the drivers
  • Lead in receiving, reviewing and analyzing procurement requests to ensure they contain clear information and have the required specifications and ready for further procurement processes.
  • Collect quotes for requested products/services from reputable, reliable and qualified suppliers
  • Lead in preparing of RFQs, doing bid analysis and facilitating signature of bid documents by the bid committee and relevant technical person, and drafting tender documents, etc.
  • Regularly updating of framework agreement tracker and other contract follow-ups, and share to relevant users regularly.
  • Lead proper filling system/archives according to procedures in placed – that includes scanning of procurement documents, archiving of hardcopies and scanned copies.
  • Perform other logistics functions as delegated by the supervisor

Our Ideal Candidate:

We are looking for a university graduate, with a minimum of 2 years’ previous experience in the field of logistics and procurement with strong MS excel skills.  

Experience working in complex and volatile contexts, in particular in Sudan.  Technical expertise relevant to the role. Documented results related to the position’s responsibilities.  Fluency in English and Arabic both written and verbal.
