The Logistics Assistant is responsible to facilitating effective delivery of Procurement services in order to obtain the best value for money, through a collaborative, quality and results-oriented approach in accordance with logistics policies of NRC in Geneina Area Office.

RESPONSIBILITIES

Generic responsibilities

The following are key generic responsibilities:

  • Adhere to NRC policies, Logistics Handbook, donor requirements in all procedures and processes
  • Have good judgment and the ability to interpret policies and procedures, have careful attention to detail
  • Have good Knowledge of Logistics and procurement processes, policies and procedures
  • Assist the procurement team with the implementation of the procurement portfolio according to plan of action
  • Assist the procurement team to ensure proper filling system/ archives according to procedures in placed

Specific responsibilities

Procurement:

  • Responsible for preparing purchase requisitions using the NRC Logistics Handbook and ensure that all corresponding authorizations have been obtained.
  • Responsible for securing quotations and negotiating with suppliers based on procurement requisitions of staff in a timely manner in accordance with NRC Handbook.
  • Receive and review all bids and quotations in accordance with price target, specifications.
  • Performs cost and price analysis to substantiate non-competitive or single bid awards and sealed bids.
  • Prepare cost analysis and bids summary table.
  • Organize Bid Review Committees, if needed, and ensure they follow all guidelines as stipulated in NRC Handbook and donor requirements
  • Responsible for placement of orders to suppliers when bidding process has been successfully completed and a bid has been approved
  • Ensure that the goods are correct and met the specifications before receiving them.
  • Ensure vigilance against fraudulent activities in all procurement processes and keep up to date with latest guidance for fraud prevention. Develop Procurement plans and review and update the plans and support tools as necessary.
  • Ensure that all actions adhere to highest standards of ethics, personal and business conduct as stipulated NRC Logistics Handbook and procedures and consistent with all applicable laws and donor requirements.
  • Provide that stock and non-stock purchase requisitions are processed expeditiously and in a manner that encourages fair and open competition
  • Collects information on price of goods and services whenever needed for budgeting or planning purpose.
  • Develop sourcing strategies, research and evaluate prospective suppliers and maintain good relations.
  • Responsible for the maintenance of vendor data and information such as government requirements, qualifications, delivery times, product ranges, etc.

Others:

  • Responds to audit queries in a timely and professional manner when necessary.
  • Document details of fixed assets procurements
  • Ensure proper filing of all documents for recordkeeping and auditing. Maintain an orderly filing system
  • Tally receipt/dispatch of commodities including transformation of commodities during internal milling operations, identify and report to the supervisor any anomalies, to support accurate and effective commodity management in the warehouse.
  • Implement and maintain accurate stacking and lead in conducting periodic physical inventory checks following the established guidelines and standards, to support compliance with internal control procedures and systems.
  • Prepare accurate tally reports including efficient preparation and distribution of tally sheets to relevant parties, to ensure consistent and prompt accountability for commodity movement from/to and storage in the warehouse.
  • Supervise the warehouse cleaning after loading/unloading and reconstitution exercises, to ensure NRC warehouse meets the established standards.
  • Lead routine security check, the movement of goods to and from the warehouse, inventory management, proper handling of goods, and timely shipment. Completion of way bill and other warehouse documents.
  • Using the AGRESSO online procurement module, receive purchase Requisitions from staff, get quotations for items from suppliers based on the expenditure levels and purchase the required items as per set policies.
  • Oversee the movement of procured goods to the warehouse in line with set guidelines. Support the administration of resources so that deliverables are achieved within set budgets, timelines and standards
  • Initiates payments for the supplies/materials/ items received and prepares GRN’s to be signed by receiving programs.
  • Sometimes travel to field office in Kreinick and Zalingei to support logistically and implement delegated logistic functions portfolio according to Plan of Action
  • Perform other duties related to procurement, as may be assigned by senior management

QUALIFICATIONS

We are looking for a university graduate, with a minimum of 3 years’ previous experience in the field of logistics and procurement with strong MS excel skills.  

Experience working in complex and volatile contexts, in particular in Sudan.  Technical expertise relevant to the role. Documented results related to the position’s responsibilities.  Fluency in English and Arabic both written and verbal.
