Monitoring & Evaluation Coordinator – Emergency Response (national only)

The Norwegian Refugee Council has an interesting and rewarding opportunity to be part of our newest country of operation – Sudan.

The NRC has recently re-registered to operate in Sudan, and is currently in country start-up phase, conducting assessments and designing the first steps of the programme. Focus will be given to people displaced by conflict, refugees, and vulnerable migrants, and potential geographical areas of work will be Khartoum state, South Kordofan and Blue Nile on a first phase, with the idea to expand to other States. 

As a priority, NRC is therefore hiring a Monitoring & Evaluation Coordinator to be part of establishing NRC’s programme in Sudan. 

Duties and Responsibilities

Generic responsibilities

  • Participate in programme design and proposal development, including theory of change development, log frame design and budgeting for M&E;
  • Support programme staff in planning for and executing M&E, including, data collection methodology and tools and data management, analysis and use.
  • Support the implementation, dissemination and use of evaluations, assessments and monitoring data in programme development, adjustment, or review.
  • Support the implementation of a data management system that would standardize the M&E information flow and reporting.
  • Develop data collection methods and tools to support programs in needs assessment, baseline assessment, output and outcome monitoring and evaluation of the on-going projects.
  • Provide inputs to program for comprehensive knowledge management including result tracking, documentation of case studies/ human interest stories and lessons learned and sharing with all the relevant bodies for incorporation in future project designs.
  • Supervise and mentor M&E support staff in executing M&E plans.
  • Ensure NRC is a proactive member of security coordination mechanisms in national and field level
  • Ensure documentation systems are in place and utilized for safeguarding documents on physical and digital archives and maintain confidentiality of the data.

Specific responsibilities

  • Provide technical leadership and supervision of a strong monitoring system and processes throughout the emergency project cycle from the design, implementation to close-out and learning including in collaboration with M&E manager.
  • Provide technical support in data base management, analysis of RRM project activities including but not limited to alert, assessment, and post distribution monitoring.
  • Responsible for the supervision and implementation of emergency M&E plans and the management of day-to-day project activities including staff, budget and assets in area of responsibility (AOR)
  • Plan, monitor, supervise and evaluate emergency activities in area of responsibility; by ensuring compliance with set up SOPs, conducting spot checks and verification of beneficiaries selected by the RRM project.
  • Provide supervision in set up of accountability to beneficiaries systems including but not limited to receiving and following up of complaints during the period of implementation.
  • Supervise and oversee the compilation of monthly, quarterly and final RRM project reports related to RRM implementation including but not limited to preparation of monthly RRM cycle and caseload reports and Data Analysis report.
  • Ensure capacity building of project staff and the transfer of key skills related to tools, reporting, accountability to affected population.
  • Ensure that the NRC- led consortium projects have a robust monitoring and evaluation systems in place
  • Develop monitoring and evaluation guidelines, frameworks, and indicators in close collaboration with the Consortium Manager and Consortium Members M&E teams
  • Design coordination and implementation of the monitoring and evaluation, assessment, research and learning framework of consortium projects.
  • Develop and manage project monitoring information systems to ensure efficient and effective collection, entry, analysis and amalgamation of project data (both quantitative and qualitative) and proper reporting of the outcomes of all projects.
  • Ensure overall coherence of monitoring and reporting tools, compilation and documentation of project data of NRC and its consortium members and reporting to donors.

Qualifications / Context related skills, knowledge and experience:

  • Bachelor’s degree preferably in Social sciences, development studies or other relevant discipline.
  • Minimum 4 years of experience working in same level of position or above.
  • Proven experience from working as a Project Officer in a humanitarian/emergency context
  • Minimum 2 year of experience in M&E working with UN or INGO or national NGO 
  • Experience working in Monitoring and Evaluation field in a private or humanitarian/ recovery context
  • Previous experience working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Solid computer skills, including MS Word, Outlook and Excel
  • Ability to work diligently both independently and in a team setting
  • Knowledge about own leadership skills/profile
  • Willingness to travel regularly to the field in under-resourced settings
  • Fluency in English and Arabic, both written and verbal required
