ENSIONS OF THE ROLE
▪ Grant Financial Management.
▪ Provide support to Program Areas on Financial Grants Management.
▪ Support the Business Development Department in financial grants management.
▪ Manage grants accountant team efficiently.
▪ Assume full responsibility for technical support and financial oversight of Plan Sudan’s grants
portfolio.
ACCOUNTABILITIES (SPECIFIC RESPONSIBILITIES AND FUNCTIONS):
A. Financial Grants Management (40%)
▪ Lead the overall financial management of project, ensuring compliance with organizational
and donor requirements
▪ Prepare and monitor project budgets, forecasts, and budget revisions

▪ Ensure accurate and timely recording of financial transactions
▪ Oversee cash flow management, bank reconciliations, and financial controls
▪ Review and approve expenditures in line with budget and authorization levels
▪ Support audits (internal and external) and ensure timely resolution of findings
B. Compliance (15%)
▪ Ensure compliance with Plan International standards, policies, and governmental regulations.
▪ Monitor budget spending and donor report submissions.
▪ Build partner capacities in financial management.
▪ Conduct periodic reviews of partner financial reports as part of pre-audit preparations.
▪ Coordinate donor audits, including management letter reviews and audit reports.
▪ Coordinate grant lifecycle management from proposal development to close-out
▪ Ensure compliance with donor rules and regulations (e.g., UN agencies, institutional donors)
▪ Track grant spending against budgets and provide regular updates to program teams
▪ Review donor financial reports and ensure accuracy and timeliness
▪ Support proposal budget development and cost allocation methodologies
▪ Maintain grant files and documentation for audit and compliance purposes
C. Internal Controls & Risk Management (15%)
▪ Ensure adherence to financial policies, procedures, and internal control systems
▪ Identify financial risks and propose mitigation measures
▪ Monitor compliance with anti-fraud, anti-corruption, and risk management frameworks
▪ Support the development and updating of financial SOPs
D. Capacity Building & Coordination (15%)
▪ Train and support program and finance staff on financial procedures and donor compliance
▪ Strengthen the capacity of local partners in financial management and reporting
▪ Act as a key liaison between finance, programs, and grants teams
▪ Support coordination with donors, auditors, and external stakeholders as required
E. Safeguarding, PSEA & Accountability (15%)
▪ Ensure financial practices align with safeguarding and accountability principles
▪ Support compliance with PSEA (Prevention of Sexual Exploitation and Abuse) policies
▪ Promote transparency and accountability in resource management

F. Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and
Inclusions (GEI) are fully embedded in accordance with the principles and requirements of the policy
including relevant Implementation Standards and Guidelines as applicable to their area of
responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and
understand their responsibilities under these policies and Plan International’s Code of Conduct
(CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE
Education
▪ Bachelor’s degree in Finance or Accounting (required).
▪ Postgraduate degree (highly recommended).
Knowledge & Experience:
▪ Experience in financial management of donor-funded programs and compliance.
▪ In-depth understanding of donor policies (GFFO, BMZ, EU, USAID, BPRM, etc.).
▪ Expertise in financial systems and online project management platforms.
▪ Minimum 3–5 years of relevant experience in finance and grant management in
humanitarian or development settings
▪ Experience with major donors (e.g., UN, EU, SIDA, USAID) is highly desirable
▪ Strong knowledge of financial systems, budgeting, and reporting tools
Skills:
▪ Analytical thinking.
▪ Advanced Excel skills and proficiency in relevant software.
▪ Strong communication, team-building, and motivational skills.
▪ Negotiating and influencing abilities.
▪ Working knowledge of English (intermediate or above).

Experience
▪ Minimum 1–2 years of experience in data entry or information management.
▪ Experience working with CPIMS/CPIMS+ or similar database systems is highly desirable.
▪ Experience in child protection or humanitarian programming is an asset.
