ROLE PURPOSE:
Sudan has been the fastest growing country office for Save the Children in East and Southern Africa. The 2022-2024 funding stretch goal is to raise 70 Million USD, to support children in need and deliver life saving activities. The Programme Development Coordinator will support the Head of Programme Development (HPD) to lead the development of programmes and proposals in the Sudan Country Office. Supervised by the HPD, the role will be responsible for ensuring coherence between project documents, including logframes, narrative proposals and budgets and for providing direct writing support during proposal development processes. This includes coordination among partners in consortia arrangements.
To achieve the country’s programme ambitions outlined in the CSP, and in line with SC’s Global Breakthroughs, the PD coordinator will be responsible for managing the proposal development process and ensuring the final product is responsive, competitive, and timely. S/he will work closely with the colleagues across the country office but particularly with the PDQ technical team, MEAL, Advocacy and Communications, Finance, Safeguarding and Awards. The post covers both development and humanitarian response programming. In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.
The PD Coordinator must have excellent written and verbal communication skills, the ability to represent SC Sudan with other INGO partners, donors and member offices from within Save the Children Federation.
Key Areas of Accountability:
Proposal development:
- In consultation with technical specialist, operations, risk/compliance, and security, prepare the Go/ No go information for Senior Leadership Team (SLT) to decide on perusing funding opportunities.
- Review and summarise key call for proposals for presentation to technical team to ensure integration, and common approaches adaptation.
- Support the development and completion of administrative documents for the proposal development process (Go/No-Go template, proposal development calendar, Common Approaches & Safeguarding checklist, Gender Marker tool, PART).
- Keep track of up-coming funding opportunities, donor engagement and proposal development process, and prepare and format donor templates for completion by the technical and finance teams.
- Active writing on (parts of) various proposals to institutional (including but not limited to; ECHO, EU, UN Agencies, BHA, BMZ, SIDA) and non-institutional (including private sector, foundation and internal funding) proposals.
- Ensure alignment and integration of documents for specific proposals and support proofreading with a critical eye.
- Gather and coordinate inputs and feedback from internal stakeholders within Save the Children and provide regular updates on progress.
- Contribute to effective management of partners through the proposal development process where working in consortia.
- Support coordination with Save the Children Member organizations, including opportunity identification and capture planning.
- Document minutes and actions from meetings with the BD team, Members and partners on proposal development.
- Coordinate the revision and response to questions, comments and feedback from partners, members, and donors
- Support MEAL, technical specialists, and operations in needs assessment and data collection to inform project design.
- Ensure that Programme Quality Framework and Theory of Change is addressed in all new proposals and that key elements of programme quality are included (e.g. child participation, child safeguarding, gender, lessons learned from past proposals, accountability, risk assessments, effective and sustainable partnerships, etc.).
BD Initiatives and systems:
- Maintain the update of the BD Proposal Development Calendar.
- Support pipeline management, including updating the fund tracker on a weekly basis and quarterly portfolio analysis.
- In collaboration with MEAL, awards, and operations; develop quarterly state-level situational updates that cover risk assessments, accessibility, thematic updates, and funding gaps.
- In collaboration with Supply and Procurement, quarterly update emergency and standard activities pricing and BoQs.
- Database management; ensure all proposals final documents are shared with respective departments, SCI Member offices, and stored in the Business development SharePoint.
- Prepare and manage the handover of successful proposals and inform concerned departments.
- In coordination with HPD and DCD-PDQ, update the donor engagement tracking tool and document follow-up actions.
- In coordination with HPD, ensure that key donor contact information, strategies, priorities and updates on engagement with SC are documented and are kept up-to-date at the country office level to inform future engagement plans.
- In coordination with HPD, humanitarian director, partnership localization manager, develop and deliver fundraising and proposal development capacity building material for N-NGOs and CBOs.
- In coordination with HPD, ensure the ongoing review of internal processes and WoW and seek constant improvement for proposal development processes.
- Any other tasks as delegated by the Head of Programme Development.

QUALIFICATIONS AND EXPERIENCE
- University degree in Politics, Social Science, Education, International Development, or other relevant subject.
- Experience of leading the preparation of successful funding (narrative and budget) proposals.
- Experience of budget management and development.
- Previous experience of project management and project cycle management, including project design, implementation and evaluation
- Highly developed interpersonal and English communication skills including influencing, negotiation and coaching
- Strong analytical skills and strategic planning abilities. Computer literacy and excellent documentation skills are a must
- Ability to proactively identify issues and problem-solving skills to address these
- Ability to establish and maintain conducive collegial relations and perform effectively as a member of a team

- A detailed understanding on funding mechanisms for development work such as Save the Children’s.
