ROLE PURPOSE:
Under the overall guidance and supervision of the Head of Safeguarding, the Safeguarding Manager is responsible for overseeing the day-to-day operations of the safeguarding (SG) team within the Country Office (CO). This role is critical in ensuring the effective implementation of safeguarding policies and procedures, promoting a culture of safety, and fostering an environment where all stakeholders are aware of their responsibilities in preventing abuse and responding to safeguarding concerns.
Functions / Key Results Expected
Team Management:
- Lead and manage the SG team, providing guidance, support, and performance evaluations to ensure effective operations and accountability.
Policy Coordination:
- Coordinate the implementation, and review of safeguarding policies and procedures to ensure compliance with organizational standards and best practices
Monitoring and Evaluation:
- Establish and maintain robust monitoring and evaluation systems to assess the effectiveness of safeguarding practices.
- Conduct regular audits of safeguarding practices across different operational areas to ensure adherence to protocols.
- Prepare comprehensive reports on audit findings and recommend actionable improvements to the Head of Safeguarding.
- Analyze data and trends related to safeguarding incidents to inform strategic decisions and policy adjustments.
Training Development:
- Design, implement, and facilitate comprehensive training programs for staff and partners on safeguarding principles, reporting mechanisms, and response strategies.
- Evaluate the effectiveness of training programs and adjust based on feedback and emerging needs.
Reporting and Documentation:
- Ensure accurate and timely reporting of safeguarding incidents and concerns, maintaining detailed records for accountability and transparency.
- Develop and maintain a centralized database for tracking safeguarding incidents and responses.
Stakeholder Engagement:
- Collaborate with internal stakeholders, including heads of departments, area managers, and the Head of Program Implementation, to promote safeguarding initiatives and build strong partnerships in implementing safeguarding strategies.
- Represent Save the Children (SCI) at external meetings, such as PSEA Network meetings, to advocate for safeguarding practices and share insights.
- Organize stakeholder workshops and forums to raise awareness and share best practices in safeguarding, fostering a culture of collaboration and mutual support.
Case Management and Investigations:
- Oversee case management processes for safeguarding incidents, ensuring timely and appropriate responses.
- Lead and coordinate investigations into safeguarding concerns, ensuring adherence to ethical standards and confidentiality.
- Collaborate with relevant authorities and organizations during investigations, providing necessary support and documentation.
Crisis Management:
- Develop and implement crisis response plans for safeguarding incidents, ensuring that all team members are trained in these protocols.
- Act as a point of contact for urgent safeguarding concerns, providing guidance and support as needed.
Risk Management:
- Monitor and assess safeguarding risks within the organization and its programs.
- Develop and implement risk mitigation strategies and measures.
- Regularly review and update safeguarding policies and procedures to address emerging risks and best practices.
- Maintain a risk register and ensure appropriate actions are taken to address identified risks.
Safe Programming:
- Ensure that all programs and activities are designed and implemented with a strong focus on safeguarding principles.
- Collaborate with program managers and sector leads to integrate safeguarding into program design, monitoring, and evaluation.
- Develop and implement sector-specific safe programming materials and trainings.
- Monitor and evaluate the effectiveness of safe programming measures and make recommendations for improvement.
Policy Advocacy:
- Advocate for the integration of safeguarding principles into organizational policies and practices at all levels.
- Actively participate in kick-off meetings, quarterly review meetings, and operational meetings to ensure that safeguarding is reflected in all discussions and decisions.
- Stay updated on national and international safeguarding policies to ensure alignment with best practices.

Qualifications/experience required:
- Education: Bachelor’s degree in social work, human rights, international development, or a related field. A master’s degree is preferred.
- Experience: Minimum of 5 years of experience in safeguarding, child protection, or a related field, with at least 2 years in a managerial role.
- Knowledge: Strong understanding of safeguarding principles, policies, and best practices, particularly in humanitarian or development contexts.
- Skills:
- Excellent communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
- Strong organizational and analytical skills, with experience in monitoring and evaluation.
- Computer literate in MS Word, Excel, Access and Power Point.
- Languages: Proficiency in English and Arabic, including excellent writing skills in both languages, is mandatory.
- Ability to Travel: Willingness and ability to travel to various operational areas as required.
