The Learning and Evidence Utilization Specialist will serve as a key connector between departments to enhance evidence accessibility and utilization. This role involves synthesizing qualitative and quantitative data to generate insights, facilitating reflection workshops, identifying trends, and working closely with the Research Specialist to address learning questions and data gaps.

SCOPE OF ROLE

Reports to: Head of MEAL

Staff reporting to this post: Research Specialist and Learning and KM coordinator

Budget Responsibilities: Ensures inclusion Learning and evidence budgeting components during proposal development as well as monitoring budget expenditure on these components, and but not limited to;

  • MEAL training for staff/partners or for MEAL team
  • Needs assessment or equivalent
  • Monitoring visits specific to MEAL system requirements
  • Baselines, mid-terms (if applicable) and endlines
  • Evaluations and/or audits
  • Publications/disseminations
  • Sharing information
  • Learning and Review sessions
  • Research
  • Equipment & usage and Software among other components.

Learning agenda, and Diagnostic

  • Work with the Research Specialist to align on the organization’s Learning Agenda
  • Design of the learning agenda with the PDQ Thematic Advisors. 
  • Consolidate and analyze cross-functional data to report against the learning questions
  • Utilize research, assessments, and evaluations to inform programmatic decisions.
  • Identify evidence gaps and make evidence requests to the Research Specialist to address these gaps.
  • Play a diagnostic role in determining what data is available and what is missing to support organizational learning.

Data Access and Analysis:

  • Access and review comprehensive datasets and reports across various projects.
  • Analyze both qualitative and quantitative data to generate actionable insights.
  • Create reflection reports summarizing key findings and trends.
  • Develop analysis flows with thematic advisors to provide guidance on how linkages can be built between different data pieces (e.g., diarrhea vs water quality)

Facilitation of Reflection Workshops:

  • Organize and lead reflection workshops at the end of projects.
  • Ensure that learnings from workshops are documented and disseminated.
  • Develop reflection reports for project closures

Trend Identification and Reporting:

  • Identify and communicate trends that could impact operational and programmatic strategies.
  • Produce regular reports highlighting key trends and their potential implications.

Proposal Development and Design:

  • Take part in programmatic design and strategy discussions
  • Take part in proposal development processes and highlight learnings for design discussions

Collaboration and Coordination:

  • Work closely with thematic advisors to understand data needs and priorities.
  • Serve as a liaison between departments to ensure effective communication and utilization of evidence.
  • Collaborate with programmatic and operational departments to ensure data-driven decision making.
  • Work with any function or department that has learning and evidence value, including MEAL, Program Quality and Development, Program Implementation (Operations), Supply Chain, Awards, Finance, HR, and Safeguarding teams.

Capacity Building:

  • Train and support staff on data utilization and interpretation.
  • Develop tools and resources to enhance evidence-based learning within the organization.

Master’s degree in an area of social development or equivalent
Fluency in English, both verbal and written, preferred

EXPERIENCE AND SKILLS

Essential:

  • At least 8 years of experience in a similar role within humanitarian or development sectors.
  • Strong programmatic understanding of humanitarian interventions.
  • Proven experience in data analysis and interpretation (qualitative and quantitative).
  • Excellent facilitation and communication skills.
  • Ability to synthesize complex information into clear, actionable insights.
  • Proactive, with a strong ability to identify trends and anticipate needs.
  • Familiarity with data visualization tools and software is a plus.
  • Proven capacity to supervise, train and coach staff
  • Ability to facilitate/conduct large technical trainings for staff
  • Experience of representation and ability to represent Save the Children effectively in external forums
  • Experience of contributing to successful funding proposals for donors
  • Ability to write clear and effective reports
