The Logistics-Liaison Officer provides vital support to ensure the efficient setup of TGH operations in Karrari by facilitating official authorizations from government entities and providing logistics-related support.
In the course of undertaking tasks, the Logistics-Liaison Officer represents TGH with professionalism, honesty and commitment to humanitarian principles.
Duties and responsibilities:
Responsibilities and related tasks
1. Liaison & Coordination
- In coordination with the Field Coordinator, submit requests for official authorizations (travel permits, MoUs with line ministries, etc) necessary for TGH’s work within Karari or elsewhere in Khartoum.
- Support the HR department in submitting recruitment-related documents to HAC and/or labour office.
- In coordination with the Logistics Department, initiate and follow up on any documents and approvals related to logistics procedure and requirements.
- Actively follow up on the processing of TGH applications and requests submitted to relevant government entities, in order to hasten the process as much as possible.
- When delegated to do so, participate in official meetings with government entities and/or coordination meetings with government or non-government entities; provide English-language minutes of these meetings; when required, provide Arabic-English interpretation for expatriate staff during the meetings.
- Actively establish and maintain a network of useful contacts within government entities, able to facilitate and assist TGH’s work in Khartoum.
- Maintain good communication with counterparts (Liaison Officers, Logistics staff) at other organizations (INGOs, LNGOs, etc) in order to be well informed on administrative or bureaucratic processes and any changes to them, and to learn from the experience of other organizations relevant to liaison and logistics tasks.
2. Premises Setup & Management
- Assist in the identification of possible premises (office and guesthouse space), preferably shared with another NGO, for TGH use in Karari.
- Ensure proper setup and running of the premises, including continuous supply of utilities (electricity, gas, water, internet, etc) and essential office supplies (stationary, printer cartridges, etc), with prior anticipation of needs and planning to address them.
- Ensure any needed repairs and maintenance are addressed promptly; follow up with landlords over issues which are their responsibility.
- Manage any support staff (employees or daily workers) such as guards and cleaners, in coordination with the Logistics team and the HR-Admin Manager, Eastern Sudan.
- Ensure safety equipment (fire extinguishers, hibernation supplies etc) are in place, in coordination with the Field Coordinator.
- Serve as a focal point for staff safety issues at base level as requested.
3. Stock & Asset Management:
- Ensure the secure storage of stock at the TGH premises, or at any joint warehousing which may be setup with other organizations, in Khartoum.
- Supervise the loading/offloading of goods and materials, prepare and sign waybills, and in- and out-orders, etc.
- Ensure all assets (IT equipment, furniture, etc) are labelled and inventoried, and maintain an updated asset register, in accordance with instructions from the Logistics Coordinator.
- Support the management of ICT equipment including printers and laptops.
4. Procurement:
- Under the supervision of the Field Coordinator and in close coordination with the Logistics Coordinator and Deputy Coordinator, perform procurement-related tasks in strict adherence to TGH procurement polices and donor requirements.
- Collect quotations and prepare procurement files for evaluation by the logistics team in Port Sudan.
- Conduct market surveys on an ongoing basis, and maintain a database of potential suppliers.
- Monitor supplier performance and adherence to delivery timelines.
- Support on price requests and other information necessary for project procurement planning.
- Ensure proper archiving and reporting of procurement and supply activities.
4. Vehicle Management & Transportation:
- Coordinate with TGH logistics team and Field Coordinator regarding movements of national staff or expatriates to or from Karari or other Khartoum locations.
- Arrange and manage TGH’s vehicles and drivers (contractors) on a daily basis, within Karari and to/from other locations.
- Ensure that vehicles used by TGH meet basic safety standards (seatbelts, tyre conditions, etc).
- Ensure vehicles used by TGH have appropriate legal documents (registration, etc).
- Track staff movements, ensuring prompt reporting to the Field Coordinator or the Access or Safety Manager of any loss of contact or safety or security concerns or incidents.
- Arrange delivery of goods and supplies to field locations or project purposes.
- For the sending of goods and documents, ensure preparation of packing lists, waybills and any other supporting documents.
5. Archiving & Reporting
- Ensure timely and accurate reporting to line manager as requested.
- Ensure proper filing of documents related to liaison tasks (correspondence with authorities, etc) and logistics (procurement documents, asset management, transportation waysbills, etc).
6. Other Tasks:
- Support in the distribution of non-food items (NFIs) and emergency shelter materials if needed.
Minimum Qualification, Skills and Experience Required:
Required knowledge, skills and personal features:
- University degree in relevant field or equivalent in professional experience
- At least 1 year’s relevant experience (in logistics, operations, or liaison); NGO experience preferred.
- Arabic and English language skills (written and spoken)
- Knowledge of procurement & logistics subjects
- Demonstrated communication, negotiation and diplomacy skills
- Excellent knowledge of the local context in Karari and a pre-existing network of contacts who can be useful to facilitate TGH activities there
- Computer skills (Microsoft Word, Excel & Outlook software)
- Honest, with impeccable integrity
- Commitment to humanitarian principles, and a service-delivery attitude toward beneficiaries and colleagues
- Rigorous and hard-working, with good organizational skills
