Presentation of TGH

“Actor in a sustainable and shared solidarity”

Founded in 1994, TGH is a French international solidarity organization based in Lyon. The association designs and implements emergency, rehabilitation and development programs in the following sectors: water, hygiene and sanitation, civil engineering, food security and rural development, socio-educational and psychosocial. TGH is currently operating in 10 countries in Africa, Asia, Europe and the Middle East.

Context

The simmering political tensions in Sudan in the aftermath of the 2021 military coup came to a tragic climax on April 15, 2023, when the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF) clashed in Khartoum. The rapidly evolving nature of the conflict renders any assessment of the extent of the damages difficult, between critical infrastructure destruction, loss of human life, health sector collapse, and displacement. The UN nevertheless estimates the number of internally displaced persons (IDPs) at 736.000 as of May 15, a twofold increase in two weeks, while 200.000 others sought refuge in neighboring countries including Chad, Egypt, Ethiopia, and the Central African Republic, numbers that compound an already severe IDP crisis (3.7M as of 2023). Despite numerous ceasefire attempts, and internationally mediated negotiation between the warring parties, conflict still rages in Sudan and extends beyond Khartoum to reach the traditionally vulnerable regions of Darfur, among others. While it is difficult to predict the length of the conflict, humanitarian organizations resumed operations despite precarious security conditions. The needs of the Sudanese people are extremely complex, are compounded by an array of pre-existing and newly emerged factors, and can ill afford to suffer any further delays in response.

TGH has been present in Sudan since September 2003, and opened its first project for the victims of the Darfur crisis in one of the IDPs camp in West Darfur (Riyad camp of Geneina) in June 2004. TGH has since then extended its activities in West Darfur and Central Darfur, implementing its projects through 5 offices (Geneina in West Darfur; Bindizi, Um Dukhun Golo and Zalingei in Central Darfur).

On-hold and ongoing activities include:

  • Emergency assistance to people affected by population displacement and natural disasters (provision of Non Food Items (NFI) and emergency shelter, safe water supply facilities, emergency sanitation and hygiene promotion for vector control).
  • Construction and rehabilitation of water supply systems and sanitation services, hygiene promotion and capacity building of community based committees and local authorities in WASH services sustainable management
  • The strengthening of food security and livelihood, through distribution of agricultural inputs, promotion of farming best practices, sustainable natural resources management, development of income generating activities and targeted food distribution.
  • Child Protection activities including, PSS activities, Child friendly space rehabilitation and case management
  • Peacebuilding, with a focus on communities and youth.

TGH in Sudan is currently funded by a range of different donors: SHF, ECHO, UNHCR and the French MoFa. Negotiations are on-going with BHA and the CDCS. Potential funding might come from IOM.

Presentation of the project

  1. Project Manager will be responsible for managing TGH’s WASH teams, activities and stakeholders under an ECHO-funded grant, which is implemented by a consortium of three international NGOs (TGH, PUI and SI) and three or more national partners. The project aims at responding to the needs of conflict-affected population in the sectors of Nutrition, Health, WASH and Child Protection (TGH being lead on the latter). The consortium will be working in West Darfur, Central Darfur and Khartoum States over an approximate 12-month period and with an overall budget of approx. 10 million EUR (pending funding confirmation). The Project Manager will mostly be responsible for activities in Khartoum State and will work in coordination with the WASH team in Khartoum.

Job description

The Project Manager works under the responsibility and functional supervision of the Consortium Coordinator. The PM is also in contact with HQ technical departments and works in close coordination with Khartoum/Jazeera Field Coordinator.

General Assignment:

She/he is responsible for managing the ECHO WASH activities, ensuring timely and quality implementation, supervision, monitoring, reporting and budget follow-up. Some representation and liaison with government line bureaus and humanitarian actors will also be expected.

Project Management and Reporting

  • Lead all aspects of TGH ECHO WASH activities, including Activities Planning, Implementation and Monitoring, Team Supervision, Procurement, Financial Monitoring, Knowledge Management and Donor Reports
  • Ensure proper programming, planning, implementation, supervision, monitoring, evaluation and learning of all WASH activities, in compliance with project proposals, donors’ requirements and TGH best practices.
  • Propose relevant adaptations to TGH implementation strategy as needed, in close consultation with all relevant stakeholders, in compliance with TGH regulations and donors’ requirements
    • TGH has no experience of direct implementation of WASH activities in Khartoum State. Khartoum has traditionally been the location of TGH’s coordination office. Khartoum is currently significantly affected by the conflict between SAF and RSF, so the PM will have to mobilise his/her experience and creativity to ensure that activities are possible there.
  • Lead activities monitoring, data collection and information management from field teams to consolidate Information Management and Monthly Reports.
  • Be part of the team efforts, and with the support of HQ Technical Department, to enhanced technical capacity on the following field of expertise: WASH
  • Send on a regular basis Project Monthly Follow-Up to HQ WASH Technical Advisor
  • Provide regular analysis of project progress, achievements and changes, including technical challenges, potential risks and proposed solutions or mitigation measures, with findings and recommendations to Country Director
  • Develop detailed regular project reports to donors, as required (mid-term reports, final reports, etc.)
  • Plan and supervise Project Technical Review, Evaluation and Baseline/Endline Surveys and Technical Studies
  • Play an active role and coordinate the development and implementation of project modification requests and exit strategies, including potential project proposals development

Human Resource Management

  • Participate actively in recruitment process, in coordination with the Field Coordinator
  • Ensure HR Evaluation Performance of programme staff on a regularly basis, in coordination with the Field Coordinators

Finance, Logistics and Administration

  • Supervise financial monitoring of the WASH components of ECHO project, in close collaboration with HoP
  • Supervise and support logistics and administrative tasks related to WASH ECHO activities with Support Services staff, in compliance with TGH procedures and donors requirements
  • Prepare and update procurement plans and other logistics requests to Administrative & Logistics Manager
  • Report any breach (or potential breach) in TGH procurement or financial procedures, as well as any (suspected) act of fraud, corruption or bribery
  • Monitor the cost-efficiency of project performance and recommend relevant and suitable improvements

Coordination

  • Represent TGH with beneficiaries, donors, authorities and other stakeholders as needed
  • Liaise with Sudan Government’s authorities as needed, in close coordination with Country Director
  • Attend and actively participate in TGH Team Planning & Coordination Meetings
  • Organize regular meetings with local stakeholders and report to HoP
  • Be proactively engaged in regular WASH Cluster and Working Groups meetings
  • Supervise the completion of monthly, quarterly, or annual updates requests from various WASH Cluster.
  • Advise the MEAL Manager in developing strategy and materials specific to Sudan programme, and support/coach on proper implementation

Security

  • Monitor the security situation of project locations, including information on contextual changes in each areas of intervention and if any change from stakeholders’ presence, attitudes and/or relationships. Propose implications on project implementation.

Others

  • Be involved in the development of Concept Notes and Grant Proposals related to WASH, as need be and under the supervision HoP
  • Explore potential technical opportunities of new partnerships with INGOs, aid agencies.
  • Observe confidentiality when performing all tasks mentioned above.

This list of Roles and Responsibilities is not exhaustive and can be adjusted based on on-going TGH Sudan needs.

Commitment to TGH Child Protection Policy, TGH Anti-fraud and Anti-Corruption Policy and TGH PSEA Policy is a formal requirement for employment. TGH strongly condemns all corporal punishment or physical violence, threats of physical violence, sexual abuse or exploitation, harassment and verbal abuse, as well as all other forms of intimidation.

TGH applies a “zero tolerance” policy with regard to all misconduct affecting the professional credibility of its employees: TGH staff; partners (local or international) and service providers. This must be respected by the employee throughout the term of his contract, during and outside working hours. The application of those policies is imperative and any breach will result in disciplinary measure.

Safety, working, and living conditions

The WASH Project Manager will strictly follow TGH Security Plan depending on the place of assignment.

TGH will monitor the security situation on a weekly basis and will take decisions on accommodation and working conditions consequently. As the context is unpredictable, TGH will take all the necessary precautions to ensure the safety and decent working and living conditions without putting the Project manager at risk.

The person assigned should be adaptable and ready to move if the context evolves.

Profile

Educational background and experiences

  • University-level degree or equivalent in the field
  • Significant humanitarian experience in project management in emergency contexts
  • Significant experience in working with or through local partners
  • Experience in WASH/NFIs is an asset
  • Experience with DG ECHO is an asset

Skills

  • Good knowledge of the humanitarian environment (NGOs, UN, EU…) in particular the institutional functioning in case of crisis (PRS, clusters, specialized donors, effective functioning of coordination mechanisms…)
  • Excellent team management skills, including from a distance
  • Capacity-building skills and attitudes
  • Ability to set up and deliver training to local teams
  • Experience and interest in community mobilization
  • Mastery of computer tools, at least Pack Office and Google Drive. Mastery of specialized software for data collection / statistical analysis (e.g. Kobo / ODK.) and GIS (e.g. Google Earth, QGIS) will be a plus
  • Fluent English mandatory (oral and written)
  • Cross-border experience is an asset
