Under the supervision of WASH Manager, the WatSan Supervisor is responsible of the good running of water supply, preparation of BoQ’s of WASH infrastructures Designs, supervision of all construction and rehabilitation, and sanitation activities at field level within his/her team and elsewhere in Working Place if need be – including water supply systems, sanitation facilities and other related infrastructures.

Organise and supervise the work of WatSan activities according to planning defined by TGH strategies and as per defined by the WASH manager. Coordinate with water supply TGH field staff to ensure that the hardware and software aspects of the WASH response are in adequacy with TGH objectives.

In the course of undertaking tasks, his/her represents Triangle with professionalism, honesty and commitment and attempts at all times to maintain TGH good reputation through the work implemented.

. Responsibilities and related tasks:

  1. Activities implementation, monitoring & continuous improvement of WASH activities at base level

Under the supervision of the WaSH Manager, the WASH Supervisor is in charge of implementing and monitoring WaSH field activities. S/he also follows them up with partners and beneficiaries

Related tasks

  • Implement activities related to water supply: coordination for the establishment of new open well, construction of new Emergency Water Systems, reparation of hand pumps, training of maintenance agents on hand pumps maintenance and use of Indian Mark II Standard and Special toolboxes.
  • Re-design, or design the water system layout, Prepare BoQ, drawings, and optimized design for water supply infrastructures: Pipe layout,  electro mechanical  equipment, and storage tanks  in coordination with the WASH Manager
  • Ensure good and periodic follow-up of water supply indicators (frequentation survey, state of water points, water quality, waiting time, follow-up of cost-recovery systems) in all water points linked with TGH activities (urban and rural areas). Ensure the collection of the data and the compilation into softcopies and WASH Database and Water Point ID Cards.
  • Supervise and be responsible for all the technical aspect for project implementation, make sure that contractors complete project work in a timely, efficient and accurate manner with respect to standard engineering
  • Ensure community involvement at all phases of the project and the development of community ownership of the project.
  • Guarantee the respect of construction standards as well as the security practices at the project site.
  • Provide feedback to the monitoring and evaluation system in order to assess the effectiveness and the impact of the projects and propose recommendations for improvement
  • Liaise with community influencers in the target communities, local authorities, community groups to facilitate community involvement in the design and delivery of essential WASH and sanitation activities and facilities
  • Coordinate and participate to WASH event days (World Water or Sanitation Day, etc) with other TGH sectors and/or other implementing organisations in the area
  • In collaboration with the HP/Shelter team, supervise directly on the field the garbage cleaning-campaign in collaboration with Garbage collectors
  • With the help of the contractor, develop and maintain weekly, monthly plans and written comprehensive records of engineering work undertaken in the project including site visits and reporting of work progress
  • Help supervising the sanitation facilities design, site selection, implementation, monitoring and evaluation as needed.
  • In collaboration with the HP/Shelter team, integrate activities with other TGH sectors and use these programmes to promote hygiene awareness and practices in the community.
  • Regularly assess the need of the latrines in TGH area of intervention, with the collaboration of the Com Mob team, including latrines in case of emergency with collaboration with PM and WASH manager.
  • Regularly check the conditions of the latrines made by TGH, with the collaboration of the Com Mob team, and inform the WASH Manager if any work of maintenance is required.
  • Plan and monitor latrines construction, maintenance, and fencing/enclose implemented by labour force or community members
  • Advice the community of the most suitable place to build a latrine
  • Under the supervision of WASH manager monitor the construction of slabs and concrete beams.
  • Supervise the provision of material given to the community under WASH supervisor approval
  • Ensure community members are adequately trained in latrine implementation.
  • Manage team of construction (daily workers).
  • Collaborate with store keeper to make regular check of latrine’s materials on stock and report it to Wash Manager
  • Facilitate awareness campaigns on PSEA (Prevention of Sexual Exploitation and Abuse) to affected populations and local communities, the standards of conduct expected of TGH staff and partners, and the various mechanisms for reporting abuse or concerns related to PSEA, including contact information.
  • Ensure community awareness of TGH FCRM (Feedback, Complaints and Response Mechanism), and support community engagement in this mechanism.
  1. Staff Management
  • Supervise the WatSan Technician, and the WatSan Officer, at base level and ensure that Water Supply activities coordinate and work closely.
  • Provide ongoing supervision, and technical support and guidance to WatSan staff under the supervision of you, and ensure all WatSan staff adhere to best-practice principles in all aspects of program implementation
  • Ensure Performance Management System documentation for all staff is in place and followed up regularly
  • Build staff capacity in work plan development and reporting to ensure accurate monitoring and documentation of activities.
  • Recommend and implement a capacity building/development plan for project staff based on documented capacity needs assessments exercise.
  1. Project Management & Reporting
  • Manage and oversee WASH activities; develop and maintain work activities according to the TGH templates and procedures;
  • Prepare finance utilization plan/forecast and review monthly financial expenses in coordination with the WASH Manager;
  • Participate in Grants Opening, Mid-Term and Closing meetings;
  • Prepare internal and external reports within agreed deadlines using TGH formats, as required;
  • Assure appropriate and timely implementation of project activities to achieve program goals, grant reporting contributions, use and distribution of supplies and resources.

  • Ensure coordination on base level and participate in TGH internal meetings.
  • Attend meeting with community leaders periodically to ensure that our intervention is beneficiary-focused and is sustainable.
  • Give the communities a sense of responsibility and ensure the handover of activities to the communities  Âin accordance with the aims and objectives of WASH projects
  • Responsible of water supply and water quality activities in the monthly follow up reports and weekly reports to WASH manager.
  • Responsible of entering the data of WatSan monthly surveys.
  • Have to contribute in project intermediate and final report
    • Responsible of WatSan activities monthly and weekly planning
    • Plan the KAP survey in coordination with WASH Manager 
    • Plan to conduct assessment in coordination with WASH manager
  1. PSEA & SAFEGUARDING:
  • Assist in the management of skilled and basic workers of the team.
  • Support and monitor that TGH staff respect the PSEA and Child Safeguarding guidelines.
  • Ensures that TGH staff and partners respect and implement the Child Safeguarding Policy
  1. Personal capacity-building
  • Participate actively in the training courses recommended by TGH, and share new skills and knowledge with his/ her team or colleagues and TGH’s partners (WES, water committees).
  • Inform his/her supervisor about identified training needs and training opportunities on his/ her job related matters
  • Co-operate in the supervision of partner organizations according to TGH partnership agreements whenever necessary.
  • Any other tasks assigned by the line or the base manager based on TGH project needs.

Minimum Qualification, Skills and Experience Required:

Required knowledge and Skills:

  • University degree in Water Resource Engineering, Civil, Hydraulic/water engineering, environmental and water supply engineering,)
  • Four years work experience in WASH for Degree, or four years for post graduate preferably in a humanitarian setting (refugee camps, rural development, or emergency response)
  • Competent in using Windows, and other Engineering software: AutoCAD, Hydraulics soft wares Epnaet, WaterCAD, and GPS
  • Knowledge of SPHERE standards in emergency contexts
  • Knowledge and experience in construction, rehabilitation & maintenance of hand dug wells, repair of India Mk II hand pumps, latrines construction/rehabilitation managing motorized systems and water quality testing is essential.
  • Speaking, reading and writing ÂEnglish and Arabic fluently
  • Very good verbal communication skills
  • Computer skills
  • Knowledge of local language an asset

Net Salary: 677 USD
