Background

Project Description 

Sudanese women have a long history of sharing responsibilities with men in all aspects of life, however, they are greatly affected by political and social marginalisation more than men due to traditions, social and cultural barriers imposed on them by the community and the difficult economic factors. Due to lack of exposure and engagement in public spaces, women have poor self-confidence compared to men who have had years to dominance over political grounds, thus women awareness of the importance of their economic and political participation remains limited.

Eastern Sudan, unlike other conflictual states, is often described as the ‘forgotten’ or ‘neglected’ region in terms of women participation in the regional decision-making process. The gender inequalities faced by women are reflected, among other indicators, by high illiteracy rates (close to 56% of women in the region are illiterate). Constraints on girls’ education, limited opportunities for vocational training, early marriage and high birth mortality contribute to widen the gender gap in eastern Sudan. Although it is evident that the politicised tribal violence erupted in the East since 2019 has accelerated gender inequality between ethnic groups and the scarce capacity for women in political and social scene of the region, there has been no urgent action taken to address the issues. Despite the current momentum striving for gender equity under the JPA, these predicaments are still hindering women’s participation in both political and economic decision-making arenas.

Under the Juba Peace Agreement (JPA) signed on the 3rd of October 2020, women participation is assumed to be a key element for achieving durable solution and overall peace process. The JPA states a 40 % quota for women representation, cements UNSCR 1325 as the framework for women, peace and security (WPS), and encourages the signing of conventions which support the rights of women and girls. Yet, which rights or priorities to be ensured have not been specified.

With a focus on Goal 5 (Gender equality)Goal 16 (Just, peaceful and inclusive societies), and Sudan National Plan for Implementation of UNSCR 1325 (SNAP) this concept note is designed to address the poor representation in formal and informal mechanism  of peace and security settings and it will enhance women’s leadership skills by  providing women’s leadership for peace training with a sharp focus on the Eastern regional context.

In addition, the project will build on a recent study conducted in March 2020 by UNDP, revealed that there are 1,070 potential female candidates for the Transitional Legislative Council in the country, 57 in Gadarif, 44 in Kassala and 32 in Red Sea states.

Objectives:

The objective of the concept note is to is to advance the implementation of the WPS agenda in East region, including preventing violence against women and promoting social cohesion in the region by;

  • Enhancing the knowledge of Women, Peace and Security (WPS) agenda as a strategic imperative element which can lead to sustainable peace in the region.
  • Discussing and ensuring steps to facilitate women-led CSOs participation in subnational arena to support women leadership in line with the implementation of JPA
  • Build networks of women who are able to create change and positive sustainable impact in their communities, countries and region.
  • Document the achievements of women as change-makers in their communities and promote the production and sharing of knowledge on gender equality

Duties and Responsibilities

Scope of Work:

The objective of the consultancy is to strengthen the capacities of Women’s and Women’s led civil society on WPS.

Summary of key functions:

  • Conduct assessment on WPS implementation challenges and opportunities in the East region, that includes developing the methodology, train the data numerators, data analysis and reporting
  • Organize validation workshop for WPS assessment
  • Conduct capacity mapping exercise for women’s led organization and network and develop capacity strengthening plan accordingly
  • Facilitate capacity training workshop for women leaders from the East

Support establishing mechanism for networking, experience and knowledge sharing between women’s networks

Expected Deliverables:

  • Conduct participatory assessment on WPS challenges and opportunities in the East region, that includes developing the methodology, train the data numerators, data analysis and reporting.
  • Organize validation workshop for the WPS participatory assessment and integrate the comments in the final the report.
  • Conduct capacity needs mapping exercise for women’s led organizations and networks and develop capacity building plan related to WPS  accordingly.
  • Facilitate capacity building training workshop for women leaders from the East in areas related to WPS.
  • Support establishing mechanism for networking, experience and knowledge sharing between women’s networks in areas related to WPS- and capitalize on national, regional, and global experiences.

Duration of the Work

The total duration of this project is 50 days spread from 9 January until 21 April 2022. 

Duty Station 

Khartoum, Sudan. The Contractor is expected to work at home with frequent meetings in UNDP office.

Qualifications of the Successful Individual Contractor

  • Master’s degree in Political Science or Social Science, Sociology, Gender Studies, International Development and or any relevant field.
  • Minimum 8 years of work experiences in the field of women peace and security
  • Proven experience in conducting research in the area of WPS and working experiences with women organizations and civil society
  • Experience working with UN programme design and implementation in the areas of women peace and security is desirable

 Scope of Price Proposal and Schedule of Payments

The project will be remunerated through a Lump Sum amount which is “all-inclusive”. The Lump Sum is payable upon delivery and clearance of all deliverables. The clearance of deliverables must be obtained by the persons identified in section E above. This contract price is fixed regardless of changes in the cost components. Transport costs related to duty travel to the field will be covered by the project budget. A daily subsistence allowance (DSA) will be paid for each working day spent away from the duty station.

 Recommended Presentation of Offer

The recommend preferred contents and presentation of the Offer to be submitted, as well as the format/sequencing of their presentation should include the following documents:` 

  • Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP;
  • Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references;
  • Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided.   

Selection criteria and basis of evaluation

Submissions will be evaluated based on the cumulative analysis of the technical evaluation (weight: 70%) and financial criteria (weight: 30%). Only candidates obtaining a minimum of 70 points from the technical evaluation would be considered for the financial evaluation.
