Under the overall supervision of UNFPA Country Office (CO) Representative, and the direct supervision of Deputy Representative and in coordination with the Field Coordinator and the Humanaitarian Coordinator of the CO, the incumbent willassist in managing UNFPA resoonse in Darfur Region of Sudan with focus in needs identification, response planning implementation and coordination of humanitarian interventions, including rapidassessments, programme monitoring and evaluation. The coordinator support the expanded Management Team of UNFPA Sudan country office by providing advice on and taking leadership role in the overall coordination in Darfur with all stakeholders in the region, including the government partners, HAC, SAHO and SLM led by Abdel Wahid Nur. Theincumbentwillwork closely with Darfur field teams of North Darfur, West Darfur, Central Darfur, South Darfur and East Darfur states; and with GBV and SRH state coordinators based inside the country and in Ferchana (Chad). The position will support the CO toposition UNFPA in Darfur according to its mandate and mission, and build relationships withregionalauthorities, humanitarian agencies, civil society and local counterparts and donors as neededto provide humanitarian assistance to the crisis affected communities in a manner consistent with the methodology outlined in the Inter-Agency Standing Committee Clustersystem andHumanitarian Programme Cycle.

A country-wide conflict flared up in April 2023 and has generated major humanitarian needs in the country. The conflict has forced 7.3 mln people to seek refuge in other parts of the country. The conflict is going through an active phase in various regions of the country (El Fasher, Khartoum and Sinja) and is fragmenting the society along ethnic, social and religious lines. 

The food crisis is the result of the conflict that caused major economic loss (at individual and collective level), negatively impacted food production, contributed to price spikes and brought health services to a minimum. There are over 750,000 people experiencing catastrophic levels of food insecurity and the risk of famine in 14 areas and 25.6 million people in crisis levels of hunger (IPC report, 27 June 2024).

Flood and subsequent outbreak of water-borne diseases are recurrent in Sudan. Under the current circumstances when state services are fragilized, these events have greater impact. 

The IASC Principals declared an IASC systemwide Scale-Up response in late August 2023. During this period, the EDG appointed a Deputy Humanitarian Coordinator (based in Chad) to oversee the flow of aid into the Darfur region, under the overall leadership of the Sudan RC/HC. From 28 April to 2 May 2024, a mission of the Inter-Agency Standing Committee (IASC) Emergency Directors Group (EDG) was conducted to Port Sudan, which included 11 representatives from UN agencies and partners, including UNFPA. The aim of the mission was to engage with the humanitarian community and local authorities to assess the needs to sustain operations and to identify strategies to overcome access constraints and bureaucratic impediments. The EDG mission found that given the multiplicity of crises and lack of requisite attention to Sudan, the support to date has not been commensurate with the massive scale of the needs and complicated response modalities required. UNFPA, following the EDG mission, highlighted that (1) Gender-based violence/ conflict related sexual violence, including rape used as a weapon of war, is prevalent in Sudan; (2) Many cases of children born out of situations of rape; those women and girls cannot go back to their communities because of the stigma attached to them and by extension cannot access services. 

In view of the emerging famine risks, the IASC Scale-Up declaration was extended until the end of December 2024 with updated benchmarks by the Humanitarian Country Team (HCT) for Sudan to guide the collective humanitarian response. The startling IPC figures point to the eroded coping mechanisms of so many who have endured a year of immeasurable suffering amid mass killings, widespread displacements, destruction of property, rampant human rights violations, and gender-based violence. The humanitarian response must urgently adapt to the new scale and types of needs, operational realities and aid modalities required, including a prioritized focus on food, cash, and support to local actors.

You would be responsible for:

Effective Programme Development and Implementation:

  • Overallresponsibilityfor planning, implementing, monitoring and results-based reporting ofwork plansandbudgets
  • Take a lead role in the managementof humanitarian response in Darfur states
  • Participate in CO, A-HCT and other cluster/ inter-agency meetings and coordination meetings 
  • Ensure UNFPA visibility by documenting the response in cordination with COMMS
  • Coordinate sustainably with Darfur Field Team Leaders (FTLs) who are currenly working remotely to share and obtain updates and guides.
  • Advise the CO and Darfur field teams on potential implmenting partners and localization. 

Rapid Assessments/field visits:

  • As appropriate, participate in/ ensure inclusion of UNFPA’s core Areas of Responsibility in rapid field/ needs assessments
  • Guide, mentor and coach staff to conduct missions and assessments as appropriate and recommend strategic approaches and to address issues,such as SRH, HIV/AIDS, gender, GBV, mental health and psychosocial issues, data and young people.
  • Contribute to UNFPA’s commitment in evidence generation for evidence-based programming. 

Coordination and partnership building:

  • Build strategic alliance and synergistic partnershipson SRH&RR and GBV, especially among key government officials, UN and other partners
  • Ensure effective and timely donor reporting andliaison
  • Liaise with other sectors/Clusters (such as health, protection, WASH, camp management, education, logistics, early recovery) to ensure inclusion of UNFPA’s mandate
  • Coordinate UNFPA response across the five Darfur States by ensuring programmtic consistency 
  • Oversee the planning and distribution of supplies

UNFPA supplies management:

  • Work closely with field teams and supplies management unit of the CO to ensure timely flow of supplies.
  • Idnetify any entrusted opportuntiy to facilitate UNFPA supplies transportation to and within Darfur region, inc,luding cross borders response. 
  • Work closely with field teams and implmenting partners to strenhthen last mile assurance process of UNFPA’s commodities. 

Effective office management and team leadership:

  • Is responsible for the operational aspects of the joint UN office pertaining to UNFPA
  • Provide oversight day to day operation function and ensure accountability for UNFPA’S Human and financial resources made available and utilized in Zalingey
  • Support the CO Representative and Operations Manager in maintaining appropriate internal controls to safeguard the Organizations assets and accountability’s, also ensuring the safety and security of UNFPApersonnel

Any Other Duties:

  • Perform any other duties as required by theRepresentative and/or supervisor, RO, and HQ.

Education:  

  • Master’sDegreepreferablyinpublic health, gender studies, humanitarian affairs, developmentstudies or other related social science disciplines

Knowledge and Experience: 

  • At least 5 years of relevant experienceof increasingly responsible professional experience in relevant humanitarian programming and coordinationexperience asan international level, preferablyrelated toSRH, GBVand/or emergencyresponse, includingfield experience
  • Other relevant training in humanitarian response and emergency team leadership are advantages.
  • Knowledge of the humanitarian reform process and roles / responsibilities of humanitarian actors.
  • Strong analytical, coordination and organizational skills
  • Demonstrated effective leadership and management experience within a multinational teamenvironment.
  • Ability to build strategic alliance andpartnerships, strongcommunications and inter-personal skills
  • Ability to mobilise resources, maintain entrusted relationships with donors and demonstarted skills in donors’ reporting. 
  • Ability to work in complex and insecure contexts
  • Demonstrated experience in managing diverse teams in rapidly changing environments

Languages: 

  • Fluency in English is required. Knowledge in other UN languages is an asset
