Org. Setting and Reporting
These positions are located in the United Nations Integrated Transition Assistance Mission in Sudan (UNITAMS). The United Nations Security Council adopted resolution 2524 (2020) authorizing the mandate of UNITAMS which is to assist the political transition, progress towards democratic governance, in the protection and promotion of human rights, and sustainable peace; support peace processes and implementation of future peace agreements; assist peacebuilding, civilian protection and rule of law, in particular in Blue Nile and South Kordofan (the Two Areas) and Darfur; and support the mobilisation of economic and development assistance and coordination of humanitarian assistance.
This position is based in El Fasher is located in the Security Regional Offices. The incumbent will report to the Chief Security Adviser.
Within the limits of delegated authority, the Security Coordination Officer will be responsible for performing the following duties:
•Prepares and reviews security planning and security management documents for the Security Area or geographic area, including all aspects related to elaboration, development, implementation and updating of the documents.
•Monitors activities related to the implementation of the approved security measures
•Maintains and enhances lines of communication with United Nations Security Management System (UNSMS) entities, including agencies funds and programmes and security focal points.
•Contributes to implement and evaluate the preparedness and compliance of the security measures as decided by the United Nations Area Security Management Team.
•Conducts security surveys and assessments.
•Ensures implementation of safety and security policies of the UNSMS.
•Maintains cooperation and collaborations with authorities and international institutions, provides security briefing, advice and security training to UNSMS personnel and operational partners of the United Nations (such as entities under Saving Life Together framework).
•Provides support to UNSMS organizations in the establishment and maintenance of a functioning Security Communication System.
•Identifies and coordinates security information requirements, collection, collation and dissemination of security threat information to Chief Security Advisor /Chief Security Officer or equivalent, Designated Officials and Security Management Teams;.
•Analyzes security information, identifies trends of threats and security incidents affecting United Nations system personnel, assets and operations in specific countries;
•Assists in the response to crisis events and security incidents.
•Develops trend analysis, gathers comprehensive information on all factors of insecurity, determines the relevance and validity of security information and the reliability of information resources;
•Participates in security missions such as interagency missions, Technical Assessment Missions (TAM), Security Assessment visits, Fact-finding missions/inquiries.
•Identifies and promotes best practices.
•Performs any other duties as may be assigned.
Professionalism: Knowledge of security management combined with solid background in security or emergency or disaster operations. Ability to make quick decisions in emergencies or when rapid response is required. Ability to communicate complex concepts orally. Ability to produce assessments, reports, and other papers on security issues; Ability to produce reports and papers on technical issues and to review and edit the work of others. Advanced university degree (Master’s degree or equivalent) in security management, business administration, political/social science, psychology, criminal justice, law, international relations or a related field is required. A first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree. A first-level university degree may be substituted with a diploma from a police or military education institution, college or academy which is considered as equivalent to a first-level university degree.
- A minimum of five (5) years of progressively responsible experience in security, risk or disaster or emergency management in the public or private service areas, such as national security, military or police, or in a corporate environment is required.
- Management experience in the public or private or corporate sector is required.
- A minimum of two (2) years of international field experience in security operation is required.
- A minimum of two (2) years of experience working in the United Nations common system or a comparable international organization in a conflict or post-conflict setting is required.
- Experience as Chief Joint Mission Analysis Centre(JMAC), Joint Operations Centre(JOC), or Security Operations and Information Cell (SIOC) is desirable.
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of Arabic is desirable.
