Org. Setting and Reporting
This position is based at the United Nations Integrated Transition Assistance Mission in Sudan (UNITAMS). The United Nations Security Council adopted Resolution 2524 (2020) and 2579 (2021) mandating UNITAMS to support Sudan’s political transition, progress towards democratic governance, the protection and promotion of human rights and lasting peace; to support peace processes and the implementation of future peace agreements; to support peace building, and the rule of law, particularly in the Blue Nile, South Kordofan, Darfur, the East and and others as needed; and to support the mobilization of economic and development aid and the coordination of humanitarian aid.
The position is based in Khartoum in the Office of Support to the Political Transition, the Constitutional Support Section.
The incumbent will report to the Director of the Office of Support to the Political Transition.
Responsibilities
Within the scope of delegated authority, the Senior Political Affairs Officer is responsible for carrying out the following duties:
• Plans and implements the operational activities related to the work of the office or Mission, i.e., Provide in accordance with prevailing best practices, UN policies and procedures, technical support and advice to the Mission and Constitutional Commission, Secretariat and Sudanese stakeholders on constitutional matters including inclusive public consultations. Incorporates an integrated approach that includes a rights-based dimension, conflict prevention sensitivity, and a gender perspective into the policy, planning and operational activities of the unit. Facilitate provision of constitutional experts based on identified needs of Sudanese stakeholders.
• Monitors and analyze political developments and emerging issues with respect to the constitution-making process; assess implications and make recommendations to Mission leadership.
• Prepares briefing notes and talking points for the Head of the Mission and other senior staff. Provides continuous guidance and advice to the Head of Mission, as well as other elected offices of intergovernmental bodies concerning the organization of work, status of negotiations, and conduct of business including interpretation of the rules of procedure. Responds to/prepares responses to comments, statements, and queries of parties and manages operations involving several components. Develops and maintains relations with senior government officials and other interlocutors and advises them on issues and policies of mutual concern.
• Leads and directs a work team; plans and allocates work assignments; coaches, mentors, and evaluates staff; participates in recruitment and selection of new staff and in the development of training programs. Manages, coordinates, organizes and supervises research on a variety of constitutional issues in a region and or country or major conflict. Plans, coordinates and manages programmes, projects and activities requiring Mission and/or interagency involvement and participation. Represents Division/Office/Mission at round tables, seminars and conferences.
• Formulates the programme of work, budget and medium-term plan of the unit and participates in the overall approval of the programme of work, and administrative matters concerning the Section/Division or Mission; coordinates and oversees work of colleagues and Unit.
• Performs other related duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in Political Science, International Relations, Law, Administration, or a related field. A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of ten (10) years of progressively responsible experience in political affairs, conflict resolution, international relations, civil affairs, diplomacy, or a related field is required.
A minimum of 5 years of experience in comparative constitutional work and/or supporting constitutional processes is desirable.
Experience working in a United Nations common system field operation (inclusive of peacekeeping, political missions and UN agencies, funds and programmes) or a similar international organization is desirable.
A minimum of 4 years of experience serving in a conflict or post-conflict situation and/or supporting countries in political transitions is desirable.
Experience working in Africa is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this position fluency in English, (both oral and written) is required.
Assessment
