Mission and objectives

UNFPA is the lead UN agency for delivering a world where every pregnancy is wanted, every childbirth is safe and every young person’s potential is fulfilled. UNFPA supports:

• Sexual and reproductive health (SRH) for all, particularly women and girls in more than 150 countries – home to more than 80 per cent of the world’s population. SRH includes;

 The health of pregnant women, especially the 10-15 million who face life-threatening complications each year

 Reliable access to modern contraceptives sufficient to benefit 20 million women a year

 Training of thousands of health workers, particularly midwives to help ensure at least 80 per cent of all child births are supervised by skilled attendants

 Prevention of teen and early pregnancies, complications of which are the leading cause of death for girls 15-19 years old

 Delivery of safe birth supplies, dignity kits and other life-saving materials to survivors of conflict and natural disaster

• Prevention of gender-based violence (GBV), one of the most common forms of violence today affecting 1 in 3 women across the globe

• Abandonment of female genital mutilation, which harms 3 million girls annually

• Gender-responsive, age appropriate Comprehensive Sexuality Education (CSE)

• Efforts to end child marriage affecting 12 million girls every year

• Countries in development of youth policies and reproductive, maternal, newborn, child and adolescent health policies and action plans.

• Population census, demographic health surveys, research, data collection and analysis, which are essential for development planning as well as in humanitarian settings

Context

• As an active UNFPA team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNFPA and its beneficiaries in the accomplishment of her/his functions,

• Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment

• A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed

Task description

Under the overall supervision of the International Operations Manager and the direct supervision of the HR Analyst, the UNV will:

1. Providing HR administrative support to the execution of the full lifecycle of recruitment management processes:

 In close collaboration with the HR analyst, support in the organization of recruitment processes including review job descriptions and competency requirements ensuring they are in line with established policies and procedures; support in job classification and position creation, prepare vacancy announcements and arrange for advertisements.

 Supports in longlisting in the e-Recruit system in accordance with established procedures and quality standards, organize the interview and selection process and prepare summaries and documentations related to recruitment processes.

 Provide input and status updates in recruitment plans and metrics monitoring/reporting;

 Support in the preparation of SOP documents and learning materials related to recruitment and onboarding

 Support the on-boarding process of newly recruited personnel by providing orientation on applicable entitlements, rules, regulations, and procedures, and by organizing their respective briefing agendas as well as support the off-boarding process of staff exiting from the organization or change of contracts;

 Supports in the consultant management and upload of documents in the Consultant Monitoring Tool. 2. Providing administrative support and Human Resources data maintenance:

 Maintains and prepares all personnel-related records and files, ensuring all information on each file is up-to-date and accurate;

 Collect and support the interpretation and analysis of Human Resources data to help inform decision making on Human Resources processes and strategies;

 Support the development and implementation of data collection systems to optimize data quality;

 Maintenance of the CO staffing table, data on hiring, separations and any other related information

 Ensure compliance of records and reports with UN rules, regulations, UNFPA policies, procedures and strategies, effective implementation of the internal control framework;

 Monitor contractual status of staff: advise on appointments, extensions and separations; inform HR Analyst on staffing issues to be followed up with the Senior Management

3. Support in maintaining the offices leave recording system:

 Initiates the processing of a wide range of personnel actions, particularly with regarding to different types of leave and Flexible Working Arrangement, in accordance with UNFPA rules and regulations, by ensuring all relevant forms and actions are completed by staff and forwarded to the appropriate approving heads of units’/team leaders;

 Maintain and generate automated databases containing HR related statistics and generating periodic reports; and performing a variety of administrative duties (e.g. leave recording, etc.);

 Jointly with the HR Analyst provides information on leave, flexible working arrangements and rest and recuperation;

 Drafting and/or processing a variety of correspondence and other communications; Scheduling appointments and meetings.

4. Providing administrative support to Human Resources Programme delivery:

• Guide and support managers and staff on the basic procedures and use of the performance appraisal system, supports in monitoring regional compliance with the review process;

• Provide administrative support and logistical arrangements for the delivery of learning and development activities and programmes and coordinate the collection of training and development needs in the CO;

• Any other related tasks as may be required or assigned by the supervisor. Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);

• Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;

• Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities.

• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;

• Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;

• Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

• Progressively responsible HR and/or administrative experience is required;

• Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and experience in handling web-based management systems

• Excellent oral and written skills; excellent drafting, formulation, reporting skills;

• Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel;

• Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines;
