The Accountability Officer advises project planning, implementation, monitoring, evaluation, and reporting and monitors all project related activities and guides project staff on Accountability matters and Safeguarding.
Duties and responsibilities:
Responsibilities:
- Ensure accountability in all stages of project implementation and reporting.
- Ensure compliance of all projects related activities with accountability and safeguarding guidelines of Welthungerhilfe and donor.
- Establish and monitor appropriate complaints mechanisms for all projects related activities in close coordination with the M&E unit, and field officers.
- In close cooperation with the Head of Project, ensure a complaints and feedback mechanism is in place and accessible to all stakeholders.
- Monitor and follow-up on the selection of appropriate target beneficiaries as recipients of different interventions.
- Ensure formation and representation of community-based organizations with a special emphasis on the representation of all vulnerable groups.
- Keep project management team members updated on changes, events, or shocks relevant for the project implementation.
- Conduct community mobilization and facilitate coordination and dialogue with communities and other relevant stakeholders in order to enhance AAP.
- Keep close contact and good working relationships with the target groups and communities.

- Keep close contact and good working relationships with local authorities and line ministries.
- In close cooperation with the Head of Project, organize capacity building activities for communities and exchange visits for partners.
- Conduct monitoring, data collection for the analysis and evaluation of the project activities.
- Collect necessary project data in close coordination with the M&E unit for reporting and monitoring purposes with a special emphasis on Accountability and Safeguarding.
- Keep records (both hard and soft copies) of project activity documents and project plans.
- Assist and support internal or external consultants for assessments and evaluations.
- Assist in design, planning and implementation of new project components and project plans.
- Train WHH Kassala State on Accountability and Safeguarding
- Take lead in promoting WHH’s Accountability Framework among WHH staff, partners and program participants.
SPECIFIC RESPONSIBILITIES
- Team members are expected to support and assist each other’s, as well as replacing each other during leave periods.
- Keep records (both hard and soft copies) of project activity documents and project plans.
- Representing the organization and project in meetings if it becomes necessary.
- Assist in the planning, coordination and implementation of other project activities throughout the project duration.
- Provide feedback on constraints encountered during project(s) implementation and make recommendations and/or suggestions.
- Keep Welthungerhilfe internal information as confidential.
- Any other additional responsibility, in coordination and agreement with Area Manager, if it becomes necessary during the duration of the project.
- Monitor the implementation of Accountability and Safeguarding frameworks and write period reports and submit to MEAL Coordinator and HoP.
Minimum Qualification, Skills and Experience Required:
Knowledge/qualifications
- Bachelor’s Degree in Monitoring & Evaluation Studies, Development Studies, Psychology, or any relevant discipline.
- At least 3 years’ experience in MEAL work, 1 year of which should have been at officer level is a MUST
- 3 years’ experience in MEAL in humanitarian sector projects with host community, IDPs and refugees.
- Experience with an INGO or NGO focusing on implementing FCRM is strongly preferred.
- Experience and knowledge of designing, implementing and evaluating accountability/protection/safeguarding systems in Humanitarian and development work.
- Strong computer skills in Microsoft Office applications especially Word, Excel, PowerPoint as well as other computer-installed based data analysis applications.
- Excellent written and spoken English and Arabic skills are a MUST.
- Strong organizational and report-writing skills
- Good knowledge and experience of Red and local context is preferred.
- Demonstrated knowledge of applying the Do No Harm frameworks concepts and approaches in high-risk security areas are an advantage.
