BACKGROUND AND PURPOSE OF THE ASSIGNMENT

The World Food Programme (WFP) is the world’s largest humanitarian agency fighting hunger worldwide. We are currently seeking for Consultant-Level 1 to fill in the position of Monitoring and Evaluation Officer based in our Country Office in Khartoum, Sudan.

Brief description

Sudan is a lower-middle-income country transitioning to peace and development with the potential to reach the Sustainable Development Goal 2 targets. However, a large number of displaced people, including refugees from neighboring countries, a volatile economic situation, increased climate variability, environmental degradation, poor natural resource management and the risk of relapse into violence present significant hunger challenges.

As part of responses to challenges Sudan faces, Sudan’s Zero Hunger Strategic Review 2017–2030 outlines interventions to achieve Sustainable Development Goal 2, while identifying gaps and national priorities. The review also recommends the development of stronger partnerships to enhance national capacities to end malnutrition, achieve sustainable food systems, promote peace, respond effectively to emergencies and promote self-reliance of those affected by hunger. The review further highlights opportunities for WFP to leverage its comparative advantage in strengthening the capacity of national stakeholders to deliver evidence-based interventions that will save lives and enhance development.

The SO1, responding to new and protracted emergencies, aims at ensuring that humanitarian action is strategically linked to development and peacebuilding. SO2 aims at reducing malnutrition and its root causes through an integrated package of nutrition-specific and nutrition-sensitive interventions. SO3 focuses on strengthening the resilience of food-insecure households and food systems while strengthening the capacity of national actors through implementing productive safety nets for chronically food-insecure rural households and reducing post-harvest losses for smallholder farmers and their associations. SO4 aims at strengthening systems and structures for the provision of humanitarian and development common services, through both service delivery and technical assistance relating to air services, logistics, information and communications technology.

ACCOUNTABILITIES/RESPONSIBILITIES

Coordinate planning and implementation of monitoring and evaluation activities on effectiveness of all food assistance interventions (e.g. beneficiary needs and status, food security status, programme modalities, implementation challenges, etc.).  Review and give technical feedback on monitoring and evaluation plans for new programmers and budget revisions to ensure that plans are risk-based and focus on measuring results (e.g. checking monitoring and evaluation budgets are allocated and appropriate log-frame indicators and outcome targets are documented).  Contribute to the analysis of outcome data and recommend improvements to programme interventions and to enhance WFPs ability to demonstrate outcome focused results.  Produce frequent monitoring and evaluation progress reports with status of results and implementation of improvements Follow-up on monitoring and evaluation findings to ensure that corrective actions are taken and/or adjustments are made to programme responses as required.    Represent WFP (e.g. at inter-agency meetings with other NGOs and government agencies) to exchange knowledge and experience, promote the importance of monitoring and evaluation and build partnerships that enhance inter-agency monitoring and evaluation activities.   Manage junior staff members providing coaching and guidance as required to ensure appropriate development and enable high performance.  Train national and partner staff in appropriate monitoring and evaluation techniques to build capacity of staff, increase awareness on the importance of monitoring and evaluation and encourage accountability for demonstrating results.  Work in close collaboration with internal counterparts and external partners to strengthen the quality and consistency of monitoring and evaluation activities in the field and also data quality, accuracy and consistency to build credible performance evidence.   Act in an assigned emergency response capacity as required to meet emergency food assistance needs.   Other tasks as required.

DELIVERABLES AT THE END OF THE CONTRACT

Strong understanding of WFP’s M&E principles, results framework, tools, procedures, and technologies. Standardization and streamlining the process for monthly monitoring, outcome monitoring Familiarization with WFP programmatic activities, planning and implementation.

Ability to acquire the skills to effectively communicate on WFP’s performance both internally within the organization as well as with donors.

       Ability to supervise one or two junior staff and build their capacity in all aspect of the M&E work

QUALIFICATIONS & EXPERIENCE REQUIRED

Education: 

Advanced University Degree in Economics, Sociology, Social Development, Development Economics, Performance Management or other relevant field; or First University degree with at least two additional years of relevant work experience and/or training/courses

Experience:

A minimum of 3 years of post-graduate relevant work experience, preferably in the field of Monitoring and Evaluation with IOs or INGOs

Knowledge & Skills:

Proficiency in Windows and MS Office (Word, Excel, PowerPoint, Outlook)

Desirable SPSS and/or any other statistical package for analysis software skills

Languages

Working knowledge of English (proficiency level) is essential
