STANDARD MINIMUM QUALIFICATIONS

  • Education: Advanced University degree in a related field.  
  • Language: 

International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese. 

National Professional: Fluency (level C) in English language and the duty station’s 

language, if different. 

ORGANIZATIONAL CONTEXT

These job profiles are found in Country Offices (COs) or Area Offices (AOs) with existing or planned cash-based transfer operations and report to the Head of Programmes.

JOB PURPOSE

Job holders at this grade level make definite contributions within the established policies and procedures. They inform strategic direction for CBT operations and scale up in their area, supervise internal and external CBT coordination and ensure WFP standards are enforced in operations.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Inform strategic decision making on CBT operations and scale-up, identify assessment needs
  2. Address CBT operational challenges and obtain operational optimization, identify and mitigate risks
  3. Assist in the development of CBT preparedness actions
  4. Enforce contracts and terms of agreements with FSPs and CPs across CBT operations in the area
  5. Chair the internal CWG at AO level and ensure internal coordination with other units
  6. Follow up on beneficiary complaints and mainstream protection
  7. Manage the delivery system set-up of CBT operations including
  8. Perform distribution and project monitoring activities through field visits
  9. Supervise and ensure timely reconciliation processes through different systems (COMET, SCOPE, WINGS)
  10. Support the capacity building of WFP staff, cooperating partners

CBT Strategy: Demonstrates understanding of CBT strategies. Supports analytical and conceptual work in support of strategy design and implementation.

CBT Planning: Demonstrates robust understanding of CBT planning in operational contexts. Designs plans and operational scenarios in collaboration with key internal and external stakeholders. Leverages expert intelligence and system data to conduct planning analytics.

CBT Networks Management: Demonstrates robust understanding of end-to-end CBT operations Supports the design and implementation of CBT networks ,Supports the integrated delivery of CBT services.

CBT Services: Support the design and implementation of on-demand cash and associated services to governments and partners.

CBT Performance & Development: Contributes to CBT improvement and innovation initiatives.
