At WFP, we are looking for 2 Programme Policy Officer – Head Of Resilience position for our office in El Obeid and Kasala in Sudan.

 This is a 2 Fixed Term positions at NOA Level one position  located at WFP El Obeid Area Office covering greater Kordofan and white Nile and one position covering eastern part of Sudan based in Kasala

WFP Sudan has the potential to reach millions of food insecure people across Sudan – with a total of 7.8million people assisted in 2020. WFP Sudan, one of the largest and complex operations for WFP globally,  is currently rolling out its five-year Country Strategic Plan (2019-2023), which aims to provide emergency assistance through a hybrid approach (Cash, food and vouchers), along with life-changing types of programmes (Nutrition, Resilience and School Feeding).

JOB PURPOSE

To provide support to policy and programme activities that effectively meet food assistance needs.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Responsible for the overall management & coordination of Resilience and Safety Net activities across the AO operations including focus on cash-based transfers, climate change adaption, resilience (PSN, PHL) and related activities such Sudan Family Support.
  2. Develop and sustain professional relationships with key Government, UN and NGO partners engaged in the field of Resilience and Safety Net issues and programmes.
  3. Support coordination, information management, visibility efforts and identification of synergies/linkages/opportunities for complementarity between activities of humanitarian actors at the field level.
  4. Contribute to formulating a strategic approach, prepare project documents/concept notes/proposals/strategies aligning with the government’s policies and strategies across AO locations as well as under the WFP’s corporate framework and policies.
  5. Review & support WFP Cooperating Partners (CPs) planning and formulating quality projects that address the underlying causes of food insecurity in various livelihoods.
  6. Provide technical advice on design and implementation of Assets Creations/Income generating activities.
  7. Assess Partners’ capacity gaps and organize capacity building programmes (workshops, training, exchange visits etc.) to fill these gaps.
  8. In liaison with the Vulnerability Analysis & Mapping unit, Monitoring & Evaluation and Performance Management Unit, Resilience and Safety Nets unit conduct impact studies for the various activities being implemented.
  9. Ensure available funds are well planned, prioritised, monitored and fully utilised, in line with the plans.
  10. Assist in the preparation/update of the early warning, risk analysis and contingency planning across AO locations.
  11. Oversee preparation and dissemination of timely analytical and critical reports including proposals for improvements in operation and the scope of programmes.
  12. Participate in field missions to monitor ongoing resilience activities and provide support to SOs as and when required.
  13. Work with the service units (Procurement, Logistics, and Finance) to ensure that quality non-food items are purchased and supplied to the communities for effective implementation of projects.

STANDARD MINIMUM QUALIFICATIONS

Education:  University degree in International Affairs, Economics,Agriculture, International Affairs, Business Adminisitration, Social Sciences Development Studies or other field relevant to international development assistance, with additional years of related work experience and/or trainings/courses.

Language: Fluency (level C) in English and Arabic languages.  

Experience/knowledge:  3 to 5 years of postgraduate professional experience in the relevant fields

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

• Has gained experience in implementing technical programs (i.e. nutrition, etc.).
• Has implemented programmes and provided input into designing operations.
• Has provided input into policy discussions and decisions.
