At WFP, we are to build a pool of highly qualified and experienced Registration Team Leader, under Special Service Agreement contract modality at level 8 to join our Programme teams in any of the 4 area offices ( El Fasher AO, El Geneina AO, Nyala AO, El Obeid AO and Kassala AO in addition to the field offices under each AO) where WFP operates in Sudan.

WFP Sudan has the potential to reach millions of food insecure people across Sudan – with a total of 7.8 million people assisted in 2020. WFP Sudan, one of the largest and complex operations for the UN WFP,  is currently rolling out its five-year Country Strategic Plan (2019-2023), which aims to provide emergency assistance through a hybrid approach (Cash, food and vouchers), along with life-changing types of programmes (Nutrition, Resilience and School Feeding).

BACKGROUND AND PURPOSE OF THE ASSIGNMENT

The World Food Programme has developed and is continuing to enhance and maintain a set of digital solutions to help in managing:

  • the identities and entitlements of its beneficiaries,
  • the operational parameters of the programmes that transfer benefits to them, and
  • the assurances and insights to ensure related risks are properly managed.

This includes SCOPE, WFP’s beneficiary information and transfer management platform that supports the WFP programme intervention cycle from a technical perspective. The SCOPE platform is a web-based application used for beneficiary registration, intervention setup, distribution planning, transfer and distribution reporting.  Beneficiary registration is the first step of the beneficiary information and transfer management process.

Under the overall responsibility of the Area Office Digitalisation Officer, the incumbent will be responsible to lead the implementation of the beneficiary registration in SCOPE in the Sudan Country Office.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Supervise SCOPE registration team, ensure productivity and that quantity and quality of data collected is adequate.
  2. Organise training sessions for the registration team to ensure they are proficient in the use of SCOPE registration mobile application.
  3. Ensure that all material resources are available, functioning, deployed and maintained during the exercise and liaise with administrative and IT focal points to ensure that all services necessary for the team to function fully are in place in a timely manner (car hire, tents, chairs/tables, fuel, generators, IT infrastructure etc.). 
  4. Work with local authorities, cooperating partners, and other WFP colleagues to coordinate daily registration and sensitisation exercises.
  5. Provide daily error feedback to the enumerators to ensure that the daily data collected improves on a daily basis.
  6. Prepare daily sitreps for the registration exercise and ensure that a daily debrief is done with the AO Digitalisation Officer.
  7. Ensure beneficiary data protection guidelines and consent forms are correctly implemented during the registration process, in line with WFP’s Guide to Personal Data Protection and Privacy.
  8. Ensure communication with the Country Office Digitalisation and IT units and with the SCOPE Service Desk for support during the setup and implementation of the registration exercise.
  9. Perform any other duties as required.

STANDARD MINIMUM QUALIFICATIONS

Education: University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences, Information Technology, Computer Science, Business Management or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

Experience: A minimum of one year of relevant professional experience in humanitarian aid operations and/or business systems analysis, design and development or related fields, is required for holders of an advanced university degree and two years relevant professional experience is required for holders of a first university degree.

Language: Fluency in both English and Arabic.

KNOWLEDGE & SKILLS

Knowledge of and hands-on experience in cash-based transfers (CBT) programming in humanitarian contexts; Awareness of technologies used in the delivery of cash and vouchers in humanitarian contexts; Possession of a combination of broad business skills and IT experience including: General management skills in business and public sector contexts; Market analysis, benchmarking, industry standard best practices etc.
