ORGANIZATIONAL CONTEXT

Sudan is in a very uncertain political period. On one hand, the transitional period afforded new opportunities to make significant advances towards peace, democracy and development. This meant that WFP’s role in supporting a successful transition would involve extending beyond our traditional focus on humanitarian assistance, to make strategic offers that promote peace and help to stabilize the economy.  Thus, WFP was foreseeing that our development and country capacity strengthening portfolios will expand more rapidly than initially envisaged in the CSP.  However, with the military takeover in October of 2021, much of this forward moving engagement is on hold, but given the economic, political and security uncertainties gripping the country, strong government and civil society engagement is even more critical to help guide WFP strategic decisions and operational implementation. 

JOB PURPOSE

This position is critical to manage the very complex government relations portfolio in the Sudan over the next estimated four years period, in particular during the period of the development and implementation of next generation CSP. The job holder is required to have an in-depth knowledge of Sudanese politics, inter-relationships and interests, both of political players, as well as civil society and even private sector. The position is based in Khartoum and incumbent reports to the Country Director.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Support the Country Director with all interaction vis-a-vis government and multilateral entities. Interaction will happen at the federal as well as state levels.
  2. Facilitate high level engagements aimed at repositioning WFP as a critical strategic partner within Sudan’s current environment and eventual transition towards a democratic, sanction-free, developing country that is at peace internally and with its neighbors.
  3. Establish streamlined procedures with the Government to remove/smooth restrictions to seamless and efficient humanitarian access within Sudan and across borders, including non-government-controlled areas.
  4. Support WFP’s management team in Khartoum and five Area Offices to establish robust formalized relationships with Government counterparts at the national and sub-national levels. 
  5. Manage all interaction in relation to preparing the WFP’s Basic Agreement and Letter of Understanding for the implementation of the Country Strategic Plan. 
  6. Act as the main focal point for WFP’s legal office in Rome in relation to all third-party disputes.
  7. Maintain and manage relationships with key line ministries to ensure that the WFP requests for permissions related to visas, import permits etc. to support the efficient delivery of operations are delivered. 
  8. Manage and supervise the team in the Unit composed of professional and GS staff.
  9. Carry out additional assignments requested by the CD to deliver the mandate of WFP in the CO.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Social Sciences, International relations, Development, Law or related fields 

Experience: 12 years of relevant experience in dealing with government bodies and/or authorities.                                                                                                           

Knowledge & Skills: This post requires intimate knowledge of Sudanese government structures and issues, along with relationships with key government and civil society actors, both at the federal and state levels. In addition, fluency in Arabic is required. UN experience highly desirable.                                                                         

Language: Fluency (level C) in English and Arabic language is essential.

TERMS AND CONDITIONS

This a Limited Fixed-Term Appointment at P5 level for two years with the possibility to extend to four.

Limited Fixed-Term Appointment (LFT) position is a non-mobile staff appointment in the international professional category for a limited period for up to 4 years and candidates must be a national of a country other than the country of assignment. The position is based in Khartoum, Sudan and the selected candidate will be expected to relocate. Incumbents of LFT positions are not eligible to apply for other mobile positions advertised internally through the Reassignment.
