1. Purpose of the Consultancy

The Environmental Health Officer is the liaison and focal point for a wide array of different partners both at local and international level. The liaison mainly involves development of plans, coordination of implementation and sharing information and lessons learnt. Furthermore, the incumbent delivers capacity building training activities to various target audiences.

Background:

Sudan is undergoing a deep political and soci-economic crisis in Sudan following the military take over the 25th of October which lead to a widespread movement of civil disobedience and strikes including the ministry of health. The deteriorating security situation in the country, leads to population displacements in the East of the country and the Darfur region. Outbreaks of Hepatitis E and Dengue fever have been reported and require adequate WASH response. to prevent the further emergence and spread of diseases with epidemic potential. The Environmental Health Officer will support the scale up of the WASH preparedness and response in the deteriorating context in the state office/presence he is deployed to, support the development of adequate response plan and follow up their implementation through health partners in the area of intervention.. Furthermore, the incumbent delivers capacity building activities to various target audiences.

2. Planned timeline

Start date: 10 February 2022     End date:   15 August 2022 

3. Work to be performed

The functions contribute to ensuring that the priority environmental health needs are addressed in an effective and timely way during the ongoing emergency.  Furthermore, the consultancy aims to provide the technical capacity and additional resources to ensure WHO delivery of appropriate WASH and vector surveillance and control measures in a multi-sectorial approach in coordination and collaboration with partners.

  • In collaboration with health partners and surveillance officer, Identify the needs  in humanitarian setting in WASH and vector control
  • Work on proposals for WASH and vector surveillance and control activities based on the needs assessments and identification of appropriate WASH partners
  • Follow up on WASH, vector control and vector surveillance activities and assure timely and adequate reporting
  • Technical advice to the state ministry of health in vector surveillance and control and WAH measures according to WHO standards for outbreak control and WASH in hospitals.
  • Assure dissemination of key technical materials and distribution of WASH and vector control materials to the respective WASH partners.
  • Identification of training needs and implementation of capacity building activitie based on training materials developed by WCO Sudan and regional office .
  • Participation to WASH cluster coordination meetings

4. Deliverables:

  • Weekly reports and data collection from a broad range of sources and development of situational analysis and health risk assessment.
  •  Draft environmental health reports, including water quality tests, sanitary inspection, hygienic conditions at household level, identification of contamination source, drinking water disinfection using the tools developed by WHO country office.
  • Develop needs assessments and input to proposals, activity reports  and training reports
  • Submit end of mission report

6. Specific requirements

Education Experience

First level university degree in Public Health / environmental, civil or sanitary engineering.

Work experience:

  • At least 2 years of experience required in implementation of emergency environmental health programmes.
  • Desirable: Experience in capacity building and demonstrate knowledge of health sector activities in the context of emergency response relief.
  • Knowledge of WHO mandate and goals or experience in UN Organizations, international institutions or NGOs is considered an asset.
