The SHF/USG Project

With funding from the Sudan Humanitarian Fund (SHF)/USG, Plan International Sudan (PIS) is implementing a six-month rapid response project to deliver life-saving Multi-Purpose Cash Assistance (MPCA) to vulnerable populations affected by displacement and conflict in North Darfur (Tawila, Dar Al Salam and Shangil tobayi).

The project targets households in nine hyper-prioritized IPC Phase 4 and 5 localities, where needs are most acute. Assistance will be delivered through a combination of modalities, including Group Cash Transfers, Individual MPCA, and Cash for Protection, ensuring flexibility to respond to diverse and context-specific vulnerabilities.

The intervention is designed to address multi-sectoral needs, including food security, Health, shelter, WASH, and protection, while reducing negative coping mechanisms and strengthening household resilience. 

Given the complex, volatile, and access-constrained environment in North Darfur, the project prioritizes strong coordination, adaptive management, and accountability to affected populations, ensuring that assistance is delivered safely, effectively, and in line with humanitarian principles and donor requirements.

Role Purpose

The MPCA Project Coordinator will provide overall leadership, coordination, and technical oversight for the implementation of the MPCA project in North Darfur, ensuring timely, high-quality, and compliant delivery in line with donor requirements (SHF/USG), cluster standards, and Plan International policies

Dimensions of the Role

The Project Coordinator will be based on-ground in either Tawila, Dar Al Salam will frequent field visits to Shangiltobayi as part the duty station, ensuring direct oversight of field activities and to have close engagement and collaboration with the local community. Key roles and Responsibilities will include;

  1. Project Management & Implementation
  • Coordinate the planning, implementation, and monitoring of MPCA activities in North Darfur (Tawila, Dar Al Salam and Shangiltobayi).
  • Develop detailed implementation plan for the SHF project and enforce adherence of all to the plan and subsequently approved amendments.
  • Maintain and apply Plans’ standards of practice, policies and procedures in project implementation, budget management etc
  • Ensure   prompt, timely and accurate reporting on the project to all concerned parties at the Darfur Program Area level, Plan International-Sudan Country office, Plan International National offices and the Donor as deemed required by each.
  • Responsible to ensure representation of the project in all related coordination structures at North Darfur and Sub-Office levels as well as to ensure effective liaison on behalf of the project at all levels and with all to whom the project is of concern.
  • Identify, analyse, monitor and manage project risks, and ensure keeping all concerned are accurately and promptly informed about the status of project risks.
  • Ensure timely delivery of cash transfers (MPCA and Cash for Protection) in line with project targets and timelines.
  • Oversee beneficiary targeting, registration, verification, and distribution processes.
  • Ensure integration of protection principles, including safeguarding, PSEA, and Do No Harm.
  • Monitor market functionality and adjust modalities where required.

.2Technical Oversight (Cash & Protection Integration)

    • Ensure MPCA implementation aligns with CVA SOPs, Minimum Expenditure Basket (MEB), and transfer values.
    • Oversee case-based Cash for Protection interventions in coordination with CP/GBV teams.
    • Ensure effective referral pathways for vulnerable individuals (Health, Protection, WASH, Health, Food Assistance and Nutrition).
    • Promote gender-responsive and inclusive programming targeting women, girls, and vulnerable groups.

    3.3 Coordination & Representation

    • Manage information flows between Senior Program Manager, Darfur Program Area Management, Country office and the Project team on ground.
    • Manage communications norms and ensure other stakeholders in North Darfur are aware of project activities and progress and are in a position to accept project deliverables.
    • Represent Plan International in Cash Working Group (CWG), FSL Cluster, Protection Cluster, and inter-agency coordination forums.
    • Coordinate closely with local authorities, community leaders, Women and Youth Groups, Emergency Response Room and partners.
    • Ensure alignment with inter-agency targeting approaches and harmonized transfer values.
    • Liaise with Other SHF/USG partners and local NGOs in North Darfur where applicable.

    3.4 MEAL & Reporting

    • Ensure strong Monitoring, Evaluation, Accountability, and Learning (MEAL) systems are in place.
    • Oversee post-distribution monitoring (PDM), market monitoring, and feedback mechanisms.
    • Ensure timely and high-quality donor reporting (SHF/USG).
    • Use data for adaptive management and decision-making.
    • Ensure that lessons learned case studies are captured and properly documented and archived by carrying out regular project/program reviews.
    • Identify/facilitate potential needs assessment and update the needs of the community base on the current project interventions.


    3.5 Financial & Compliance Management

    • Manage project budgets in line with donor requirements and Plan procedures.
    • Monitor burn rates, procurement processes, and cash transfer mechanisms.
    • Ensure compliance with SHF/USG guidelines, anti-fraud measures, and audit requirements.
    • Work closely with finance and supply chain teams on PRs, POs, and payments

    3.6 Team Management & Capacity Building

    • Supervise and support project staff, including capacity building on CVA, protection mainstreaming, and accountability.
    • Facilitate regular coordination meetings with project teams to align plans, troubleshoot challenges, and ensure consistency in messaging and methodology.
    • Promote staff well-being and adherence to Plan International policies
    • To identify capacity building needs and liase with Senior Project Manager and HRM to provide capacity building sessions for the project staff to increase their competence in project delivery.


    3.7 Accountability, Safeguarding & PSEA

    • Ensure community feedback and complaints mechanisms (CFM) are functional and accessible.
    • Ensure full compliance with Plan International safeguarding and PSEA policies.
    • Ensure safe, dignified, and transparent cash assistance delivery.
    • Conduct regular staff and community sensitization on PSEA.
    • Support handling and referral of sensitive complaints in coordination with safeguarding focal points

    The Project Coordinator is accountable to fulfil his/ her roles and responsibilities in line with Plan International code of conduct, values and principles, and to report to the line-manager regularly on the basis of annually defined key performance indicators (KPIs).

    1.Project Stakeholder Management

    • Quality deliver of SHF/USG project on time and within the project period.
    • Timely delivery of MPCA transfers to targeted beneficiaries.
    • Monthly progress reports and donor updates.
    • PDM and monitoring reports with actionable recommendations.
    • Updated beneficiary databases and distribution records.
    • Strong coordination and representation at cluster level.
    • Maintain solid working relationship with all the key stakeholders.
    • Manage communications norms and ensure stakeholders are aware of project activities and progress and are in a position to accept project deliverables.

    1.Personnel Management

    • Lead and motivate SHF project management team.
    • Ensure performance reviews are conducted.
    • Have a thorough understanding of the Plan International-Sudan Personnel contract modalities and the local labour law.
    • Ensure safety and security for all personnel comply with Plan International-Sudan standards.
    • Monitoring, Evaluation and Reporting

    2.Travel

    • The Project Coordinator is based in either Tawila or Dar Es Salam, North Darfur and will be required to frequently travel to other project locations (Shangiltobayi) as part of his/her duty station.
    • Any other functions and responsibilities of appropriate nature to SHF USG Project or any other program in North Darfur assigned by the supervisor and HRM.

    Technical expertise, skills and knowledge

    Knowledge and expertise

    Bachelor’s degree in Project Management, Development studies, Economics, Finance and/or Business Administration, Social Sciences, International Development studies, Humanitarian Studies or related field Development Studies, Economics, Social Sciences, or related field (Master’s preferred).

    Preferred/Desirable:

    • Minimum 5–7 years of experience in humanitarian programming, with strong experience in Cash & Voucher Assistance (CVA/MPCA).
    • Experience in the project management/coordination at field level and in a similar position, with a track record of success and results achieved;
    • Proven experience in Darfur/Sudan or similar complex emergency contexts.
    • Strong understanding of SHF/US Grant donor requirements and compliance.
    • Experience in protection integration (CPiE/GBV) is an asset.
    • Familiarity in humanitarian programming and non-governmental organization
    • Ability to support coach, capacity building on cash-based programming
    • Good command of written and spoken English and Arabic languages.
