Context:

  1. Background:
    Sudan has seen a significant increase in irregular migration through its territory in recent years as part of migrant and refugee flows to Europe via North Africa and to other destinations. All of those arriving in Italy by sea from the Horn of Africa pass through Sudan before crossing the Mediterranean. A lack of safe, legal avenues for migration from Central, East, West and the Horn of Africa to desired destinations is driving migration to occur through irregular channels. Consequently, transnational networks of migrant smugglers have emerged to facilitate irregular migration from the Horn of Africa into and through Sudan. Sudan has long been a source, transit, and destination country for irregular migration, primarily due to its geographical location along the East Africa mixed migration routes. Sudan is a hub for the north-eastern route for nearly all Eritrean, Ethiopian, and Somali victims of trafficking (VoT) and smuggled migrants. Migration flows are mostly from neighbouring countries and represent a typical case of South – South migration. Migration trends in Africa are diverse, with most migrants moving within the continent and even intra-regionally, such as in Western and Eastern Africa, where there are established protocols for freedom of movement of citizens, such as ECOWAS. North Africa has long been a place of migratory origin, transit, and destination. Migrants who travel irregularly from Sub-Saharan African countries, many of whom are from West or East African nations, must make a lengthy and perilous crossing of the Sahara Desert. This journey is inherently dangerous due to the harsh environmental conditions and duration, but also in relation to border controls and smuggling practices. Following the country’s independence, Sudan was characterized by several conflicts, political instability economic and environmental degradation, lack of sustainable forms of livelihood, famine, and population displacement, in the South. Neighbouring countries also experienced similar challenges and development problems. These factors resulted in significant internal and international displacement and made Sudan an important emigration, transit, and immigration country, for migrants’ workers, involuntary migrants, and others. Sudan, officially the Republic of the Sudan, is a country in Northeast Africa. It shares borders with the Central African Republic to the southwest, Chad to the west, Egypt to the north, Eritrea to the northeast, Ethiopia to the southeast, Libya to the northwest, South Sudan to the south and the Red Sea. It has a population of 45.70 million people as of 2022 and occupies 1,886,068 square kilometres (728,215 square miles), making it Africa’s thirdlargest country by area. It was the largest country by area in Africa and the Arab League until the independence of South Sudan in 2011. Its strategic location in the East and Horn of Africa together with the political instability in the region particularly, in countries that shared border with Sudan, makes Sudan an important transit and destination country for migrants. The mixed migration movement poses a serious challenge for developing proper legal framework and to provide support the groups exposed to violence, exploitation, and abuse. Given the migration challenges and opportunities resulting from the above-mentioned migration dynamics, the Government of Sudan (GoS) has highlighted the pressing need for comprehensive data collection and analysis on migration that can be used for planning and policy making. However, at present, no such department or unit is mandated to analyse or to collect migration data for the purposes of assessing migration situation and trends in its entirety.
  2. OBJECTIVES
    The overall objective of this assignment is to support the Government of Sudan in developing with evidence-based policy making and planning processes in migration-related different sectors through updating the Migration Profile.
  3. TASKS/JOB DESCRIPTION
    Under the overall supervision of the Chief of Mission and Deputy Chief of Mission, IOM Sudan and the direct supervision by the Migrant Protection and Labour Migration (PXD/LMI) Programme Coordinator and in coordination with the Technical Working Group (TWG), the Consultant will perform the following tasks:
    • Conduct a comprehensive stakeholder analysis/mapping to determine key players in the field of migration.
    • Facilitate the inception workshop with the government and other key stakeholders for stocktaking the existing relevant studies, finalize the outline and components of the study.
    • Carry out the desk review through primary data collection and an initial analysis of the data for the development of Migration Profile.
    • Coordinate with IOM Sudan internal team and the Technical Working Group (TWG) at the government, present the findings of the initial analysis and finalize the methodology for collecting data, analysing, and developing/updating the Migration Profile of Sudan. Produce a detailed primary data assessment report, containing findings of the initial assessment, identified gaps, as well as recommendations for the development of Migration Profile.
    • Undertake duty travel as necessary to complete the above-mentioned tasks.
  4. DELIVERABLES
    • A final report of the initial mapping analysis, methodology for developing Migration Profile and the recommendations.
    • The document should identify the gaps and provides detailed and concrete recommendations toward developing/updating the Migration Profile of Sudan.
    • The following other documents should be shared with IOM together with the final report:
    o All notes from meetings with stakeholders and other meetings.
    o All references and sources consulted.
    o Any other material relevant to this assignment.
  5. CONSULTANTS
    The study will be carried out by a team of consultants (national and international), for the better contextual clarification, information and understanding.

Required Qualifications and Experience


Education
• Advanced degree in economics, statistics, sociology, and/or other social science related areas relevant for the assignment; preferably with training in research methods.
• Minimum six years of experience in statistical research on human development/migration.


Experience

  1. Experience with data assessments and proven experience in developing analytical works in the field of migration, or related domains such as social policy.
  2. Knowledge of statistical methods and migration data sources at the national and regional level required.
  3. Confident use of statistical analysis software (i.e., SPSS, STATA, etc.) and social research methods.
  4. Strong analytical, writing and communication skills, ability to draft text clearly and concisely in English is essential.

Languages
Fluency in English is Required. Knowledge on Arabic language will be added advantage.
