Context:


Under the direct supervision of the IOM Chief of Mission, and in close coordination with the Head of Programmes, Head of Resources Management, and the Regional Office (RO) for the Middle East and North Africa, the successful candidate will primarily be responsible for the coordination of project conceptualisation, proposal development, monitoring and evaluation, streamlining internal communications and overseeing the mission’s external communication strategy for all of IOM programmes in Sudan in line with the country and MENA Regional strategy 2020-2024.

Core Functions / Responsibilities:

  1. Lead the identification of project/funding opportunities and the development of new programmes/projects in close coordination with the Head of Programme, the Chief of Mission, the relevant programme managers, the Resource Management Officer, the Regional Office, and the international and regional institutions as well as partners’ organisations in public/private sector.
  2. Provide guidance, support, and oversight to the work Programme Support Unit team (Project Development, Communication and M&E staff).
  3. Coordinate with the Head of Programmes and the Programme Managers to strengthen systems for collecting data/information needed for the drafting of regular progress reports being submitted to the donor and Headquarters to ensure the requisite deadlines are met.
  4. Identify potential and realistic funding opportunities by keeping abreast of donor priorities in the field of migration management/development and by collecting donor information, appraising project proposals for specific donor funding, recommending the selection of project proposals for submission to identified donors, and following up on donor negotiations.
  5. Ensure the regular updating of IOM Sudan’s project tracking and funding opportunity database.
  6. Streamline communication between the mission and international teams and offices (RO, LEG etc.) by reviewing the content of documents and ensuring proper administrative processes for review and endorsement are respected, in line with the country and Regional Strategy.
  7. Provide necessary support to project managers to ensure all projects are adequately monitored and ensure that timely monitoring data is collected and used to inform management decisions addressing implementation challenges and potential risks towards successful implementation.
  8. Revise and oversee the mission’s external communication strategy, including the utilization of social media communication tools (including but not limited to Twitter, Facebook, IOM website) to increase awareness of IOM’s work in Sudan.
  9. Coordinate and oversee the development and dissemination of communications, reports, information products (infographics, info sheets etc) and various media resources based on key messages and concerns in the context of Sudan.
  10. Oversee the design and preparation of appropriate information campaigns for a variety of target groups, including within the Mission and to external sources, IOM Missions,
    Headquarters, donors, United Nations agencies, government counterparts and other interested
    stakeholders.
  11. Prepare detailed budget projections and timelines for executing each element of the IOM Sudan Strategy.
  12. Identify and organize outreach activities and assist the Chief of Mission in carrying out initiatives to promote IOM’s image and to increase the awareness of IOM activities in the country.
  13. Participate in mission key events and workshops and undertake field monitoring visits to keep abreast of IOM’s programmatical context and to engage partners and stakeholders in a way that will advance IOM’s agenda in Sudan.
  14. Participate in joint UN programmatic coordination meetings (the Common Country Assessment (CCA), Integrated strategy framework (ISF), Programme Criticality and UN Migration Network) in coordination with programme managers and the Chief of Mission.
  15. Provide and coordinate inputs for information requests from Headquarters, the Regional Office, other IOM missions and external partners, such as donors, partner agencies, implementing partners, etc.

Required Qualifications and Experience:


Education
• Master’s degree in Political or Social Science, Business Administration, International
Relations, Law, or a related field from an accredited academic institution with five years of
relevant professional experience; or
• University degree in the above fields with seven years of relevant professional experience.


Experience
• Experience in coordinating with managing various programme units and ability to establish and maintain working relations with government counterparts, UN agencies;
• Field experience in the Migration or Development fields;
• Experience in Project design and government and donor liaison.


Skills
• In-depth knowledge of the broad range of migration-related subject areas dealt with by the Organization; and,
• And Knowledge of UN and bilateral donor programming.


Languages
IOM’s official languages are English, French, and Spanish.
External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese). For all applicants, fluency in English is required (oral and written). Working knowledge of Arabic is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
