Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non- governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Nature of the consultancy:
Technical support on the Emergency Health Programmes of IOM Sudan, with a focus on program implementation in the field and leading nutrition Programmes.
Project context and scope:
Context:
According to the Health Cluster in Sudan, 10.4 million of people are in need of health in 2022, with 2.8 million IDPs and 0.9 million returnees. In 2022, the health needs are expected to remain high due to inflation, the economic crisis, poor investment in infrastructure, localised conflicts, and a potential new refugee influx. The country will continue to experience disease outbreaks of endemic, water-borne, and vector-borne diseases like hemorrhagic fevers and malaria. Vaccine-preventable diseases can recur due to low immunity among children and shortages in immunization coverage in several areas. Seasonal rains and floods are still the main hazards that will increase the likelihood of disease outbreaks. This all can be exacerbated by the continuous shortages in essential medical supplies and medicines. As such, IOM proposes to deliver health projects that aim to address critical humanitarian needs through a multi-sectoral approach to provide integrated support to displaced and vulnerable crisis-affected populations, including IDPs, refugees and hosting communities. The projects will be implemented across Sudan in line with IOM’s Crisis Response Plan and where IOM is operationally active.
Scope:
Under the overall supervision of Migration Health Officer (Emergencies) in Khartoum, and, in coordination
with relevant Units in IOM Sudan, the successful candidate will support the coordination and implementation of IOM Sudan health and nutrition programme activities and projects.
Organizational Department / Unit to which the Consultant is contributing:
Humanitarian Response and Transition, IOM Sudan.
Core Functions / Responsibilities:
• Support the planning, implementation, and evaluation of IOM’s ongoing and future health and nutrition
response plans, related to emergency health including disease outbreak preparedness and response.
• Ensure the quality service provision to the IOM’s field health and nutrition activities through technical
supervision and frequent field visits.
• Provide necessary information, documentation, and technical specification to the health and nutrition
programme. Develop or provide technical review for the training materials or IEC materials as needed.
• Support in conducting assessments to identify health and nutrition needs and gaps among displacement and conflict-affected communities and migrants including priority causes of ill-health. The support will include a collection of disaggregated data and data analysis in line with IOM data protection guidelines.
• Ensure timely and accurate reporting and surveillance to strengthen preparedness and response, verity and analyse of the data collected. Provide support and input to the existing health information system (HIS) to ensure the quality data collection and effective use of the data.
• Inform the supervisor of the updated global and national information/guidance of potential outbreak diseases as needed and as relevant. Also inform the supervisor and the team of the ongoing trend of outbreaks at the field level, or other emerging health needs of the affected communities, to promote effectiveness, coherence,integrity, and building linkages with other relevant programs.
• Assist in monitoring and evaluation of the health and nutrition program and quality health-care services in fields. Bring to the attention of the supervisor any issues with compliance with national and IOM global standards.
• Support the coordination with relevant counterparts, including the Ministry of Health (MoH), the Health and Nutrition sector, other UN agencies and International/National NGOs and assist the collective health response plans and coordination efforts and integration of cross-cutting issues and SDG.
• Represent IOM in the relevant coordination meetings when requested.
• Assist in researching potential entry points for expanded collaboration and/or new project development in close coordination with local health authorities and partners.
• Perform such other duties as may be assigned.

Staff evaluation by the supervisor, based on the tasks to be performed mentioned above.
RequiredQualifications and Experience:
Education:
• Master’s degree in Public Health or related field from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.
• University degree in Medicine would be considered as an added advantage.
Experience:
• Two to four years of professional experience in the domain of global public health and migration health-related issues, including in the context of humanitarian situations;
• Experience in the implementation and management of a large and complex health programme.
• Proven skills in coordinating multidisciplinary teams and establishing and maintaining working relations with senior government officials, UN agencies, Non-Governmental Organisations (NGOs) and Donors, including familiarity with the humanitarian cluster system;
• Demonstrated ability to identify, approach, and coordinate with stakeholders of diverse backgrounds and levels of expertise;
• Previous work experience with communicable and non-communicable disease control is a strong advantage.
Skills:
• Understanding of the Sudan Context as previous working experience would be an asset.
• Working knowledge of Arabic would be an asset.
Travel required
Frequent travel to the project implementation sites would be required.
