Summary
This project will be focusing on improving access to primary health care with the integration of Nutrition through static integrated PHC with OTP and one stabilization center in the camps as well as host communities including community health components. Also, the provision of integrated health and Nutrition through mobile medical clinic/outreach activities to increase coverage and improve access to essential primary health care.
The primary role of this position is to manage, monitor, and evaluate the assigned health project, in close collaboration with the Health and Nutrition Coordinator. Ensuring effective and efficient project implementation of the project in line with the objectives, timelines, and budget. Also, encouraging beneficiary participation and setup of complaints and feedback mechanism, PSEA standards observed to prevent do no harm via staff train on PSEA, liaison with community leaders, coordinating with MOH/HAC/COR and other stakeholders, local partners, and UN agencies, especially UNICEF.
Accountabilities
Technical Support
- Lead in technical support to the health team including capacity building/training, monitoring and supervision, and straightening local capacity, particularly of the MOH/MTI clinic staff to ensure quality and integrate primary health care service provision, including SRH/EPI/Community health, etc.
- Work alongside the Health and Nutrition coordinator and other Health staff to ensure both short-term and long-term impacts/outcomes for the beneficiaries, local health authorities, and donors.
- Provide input into the integration of beneficiary participation and accountability (AAP) aspects for the project which includes the setup of complaint & feedback mechanisms.
- Support the HIS team in health information management and coordinate/be involved with the MEAL team on setup indicators and reporting.
Management
- Support the Health and Nutrition coordinator on the overall implementation of the health project component including detailed planning, implementation/ monitoring, and evaluation as well as timely reporting.
- In collaboration with the operation team, ensure that the procurement and logistic process is smooth with timely deliverables. Particularly in the provision of medications/ medical supplies and medical equipment.
- Direct line manages the health/community health officer including performance evaluation to ensure set deliverables are achieved in a timely manner.
- Provide coaching and technical supervision to the health staff in order to develop ownership and full responsibility for Health activities.
Coordination/ Partnerships:
- Represent MTI in the coordination platforms such as the health clusters at the state and national level and other coordination with the MOH/ UNICEF/UNHCR and local partners in the targeted camps and host communities to ensure coordinated efforts and complementarity across all components of the intervention.
- Lead and directly engage with COR/community leaders and other stakeholders in the camps and the host communities to enhance coordinated response.
Safeguarding
- Ensure the Safeguarding of program participants and employees through promoting an environment of awareness and upholding the code of conduct provisions of Medical Teams’ Protection from Sexual Exploitation and Abuse, Child and Vulnerable Adult Protection, and harassment-free workplace policies.
Requirements
Education, Licenses, & Certifications
- A medical doctor by qualification.
- At least 3 years of experience in NGOs as a Health Manager, especially in a humanitarian/ emergency context.
Experience
- A minimum of 3-5 years of health field experience with a busy project implementation in NGOs/UN agencies is required.
- Experience in clinical medicine or community health is an added advantage.
- Experience working in emergency operations is an added advantage
- Experience in EPI, SRH/MCH/ community health etc.
- Familiar with primary health intervention modalities of static and mobile clinics/outreach activities.
- Familiar with Accountability for affected beneficiaries (AAP) and PSEA.
- Experience with UN programming especially UNICEF, UNHCR & WFP.
- Ability to work in remote contexts under challenging circumstances.
- Good interpersonal and facilitation Skills/ ability to conduct and facilitate training
Knowledge, Skills & Abilities
Knowledge
Extensive knowledge of primary health care/public health and clinical medicines is an added advantage.
Skills
- Skills to set up health activities at the primary health care level in a rapid phase programming.
- Skills to lead the field team/flag concerns in a timely manner and contribute to problem-solving.
- Skills to conduct/facilitate training of the clinic staff.
- Skills of reporting using the standard report formats of the organization and the ability to report internally (weekly/monthly) to ensure reports on the progress of the activities.
Abilities
- Keen desire to build the capacity of staff.
- Ability to be flexible and manage stress, especially in situations which require a high degree of
- diplomacy
- Ability to maintain detailed records with high accuracy.
- Ability to adhere to the MTI Code of Conduct
Physical Conditions
- This position requires work at health facilities located in remote areas with very basic living conditions.
