Background
MEAL Officer will be responsible for monitoring, evaluation/assessments, accountability, and learning in all implemented projects in Eastern Sudan. He will work with project staff and partners to ensure the implementation/roll-out of MEAL frameworks. He will be based in Gedarf state and cover any projects in Eastern region.
Duties and responsibilities
The main responsibilities of this role will be to:
•Provide daily performance and quality monitoring of implemented project(s) within the assigned state or project.
•Share findings/gaps from field monitoring visits with project respective staff and agree and document actions for improvement.
•Generate and share timely weekly field monitoring reports with the MA-MEAL Coordinator.
•Work with project staff to monthly update the Project Performance Tracking Table (PPTT) and summary of project monthly achievements/gaps, and help identify and alert critical gaps promptly.
•Conduct regular data quality assessments to ensure completeness, accuracy, and credibility of data to use for decision making and reporting.
•Maintain, update, and consolidate monthly action plan trackers.
•Ensure information about the project is shared with affected populations specifically information about the available accountability mechanisms for beneficiaries to share feedback and raise complaints.
•Conduct regular feedback sessions with beneficiaries to collect feedback and complaints, refer them to concerned staff ensure documentation on the database, and follow up for resolution.
•Monitor and report the status of community participation specifically children and women participation. •Assist the CO MEAL Coordinator in all MEAL tasks, including monitoring reports and implementation of assessments, evaluation, or any other studies.
•Provide support on admin, logistics, and operations tasks for MEAL functions in the field, i.e., needs assessments, consultant’s baseline and evaluation, etc.
•Maintain an accurate field database of program data and provide requested data on a timely basis.
•Contribute to a culture of accountability and transparency on the team.
•Where necessary, support the implementation of needs assessments, baseline, and end-line assessments and surveys;
•Work with MEAL and program teams to utilize data from trackers for quality improvement;
•Assist the MEAL coordinator in building field understanding and capacity in MEAL work

•Ensure each project has a system, developed in consultation with beneficiaries, to promote, regularly collect, and respond to feedback, suggestions, and complaints from children, beneficiaries, and community members regarding the safety of the program.
•Ensure safety and safeguarding of beneficiaries are integrated in the terms of reference of mid-term reviews and evaluations and reports have conclusions and recommendations on how safety and safeguarding are integrated into MA programming
•Ensure beneficiary (especially children’s) knowledge of the Safeguarding Policy and mechanisms for raising concerns/complaints about staff or Safeguarding risks.
•Communicate the Safeguarding messages to partner organizations of all kinds including government and line ministries.
Minimum Qualification, Skills and Experience Required:
Qualifications:
•At least university degree in social science, economics, health, nutrition or other discipline relevant to humanitarian programming.
Experience & knowledge:
•Minimum 2 years of field experience in MEAL work. Skills and Abilities
•Proficiency in advance excel, Word, and PowerPoint, SPSS and online data collection tools (Kobo collect) •Detail oriented and the ability to prioritize tasks effectively and meet deadlines
•Strong analytical skills and attention to details
•Proven initiative and ability to work independently
•Good English writing skills.
•Willingness and ability to frequently travel
•A strong communicator, demonstrating the ability to network, present and negotiate effectively at a very senior level
•Familiarity with international quality standards (Red Cross Code of Conduct, SPHERE Standard, HAP Standard) and experience of using these standards in practical ways to promote quality and accountable programming;
•Work independently, accurately and efficiently to deadlines and targets, often under pressure, managing a wide and varied workload, using strong organizational skills, with minimal supervision
•Knowledge and experience on Health and Nutrition programs
•Experience in both emergency and development contexts;
