The main purpose of the role is to provide Logistics support, ensure compliance with MA procedures, and best practices are followed about logistics.

KEY AREAS OF ACCOUNTABILITY:

A. Procurement Planning

•Monitoring the supply market to ensure price quotations and supplier offers are authentic and reasonable

• Developing procurement plans for active grants, in collaboration with program coordinators/managers and internal and external partners to support program implementation

•Ensure program teams develop a distribution plan for supplies and assets in the warehouse

•Coordinate with vendors to ensure that there is sufficient space in warehouses before receiving program supplies to the field sites

B. Procurement

•Implement all MA UK procurement Standard Operating Procedures to ensure compliance with MA UK and donors’ procurement policies.

•Work with requesters to develop comprehensive purchase specifications.

•Maintain accurate procurement data and records and ensure on-time procurement reporting.

•Review procurement documents before payment.

• Led the bidding process, including a request for quotation process, request for proposal process, tender evaluation, and facilitating procurement committee functioning.

•Develop and implement category sourcing strategy.

•Set negotiation objectives and conduct negotiations with potential suppliers to ensure value for money.

C. Contracting Process

•Prepare, review, and utilize Procurement contracts, including Master Agreements (MPA, MSA) to ensure favorable procurement terms and conditions

•Set key performance indicators and service level agreements for contracts.

•Monitor contract implementation to ensure suppliers’ adherence to contract terms and conditions.

•Prepare and submit timely and accurate procurement report(s) to inform decision-making processes.

•Implement and sustain segregation duties in the supply chain function.

D. Compliance and Legal

•Conduct procurement due diligence, including ATC checks, supplier site visits, and supplier background checks, and implement any other fraud prevention methods.

•Identify, document, and timely report any MA UK procurement process deviations following the mechanism in place for appropriate follow-up.

•Develop and support the implementation of improvement plans.

•Provide constructive support to other functions to ensure effective, compliance to policies & procedures.

E. Staff Management and Development

•Provide technical training to existing and new supply chain staff in the field location on GSC processes.

•Supervise/manage the supply chain activities in the field location.

F. Pharmaceutical Supply Chain

•In collaboration with the team, create forecasts and supply planning for all projects by project start date (provide price estimates, freight estimates, Standard requirements, early engagement of custom agent)

Qualifications:

•University degree in Supply chain, Logistics, Business Administration, or other discipline relevant to Supply chain and logistics.

•Specialized certificates in Supply Chain added value Experience & knowledge:

•Minimum 4 years of field experience in Supply Chain and logistics.

•Experience in both emergency and development contexts; Skills and Abilities

•Proficiency in advanced Excel, Word, and PowerPoint,

• Detail-oriented and the ability to prioritize tasks effectively and meet deadlines

•Strong analytical skills and attention to detail

•Proven initiative and ability to work independently

•Good English writing skills.

•Willingness and ability to frequently travel

•A strong communicator, demonstrating the ability to network, present, and negotiate effectively at a very senior level

•Work independently, accurately, and efficiently to deadlines and targets, often under pressure, managing a wide and varied workload, using strong organizational skills, with minimal supervision
