Under the supervision of the Area Manager and with technical support from the Protection Specialist, this role supports NRCs Camp Management teams, including information management team, in Gadaref who are implementing Site Management and Coordination of humanitarian activities for the Internally Displaced People in around gathering sites across Gadaref.
Your purpose as the Camp Management (CM) Project Manager (PM) is to be responsible for supporting technical development, strategic direction, implementation, and quality assurance as well as monitoring of NRC East Area Office’s CM activities and programme, as well as relevant staff mentoring and capacity development. You will also co-lead the state level Site Management Working Group with IOM to increase coordination of activities in the Gathering Sites in Geneina – this will require a strong technical competence in CM. You will be expected to follow NRC’s standards, procedures, and guidelines for project governance applicable for the particular projects. S/he is also responsible for the overall planning and coordination of all CM interventions at area level, either directly within the CM CC (Core Competency) or as an integrated approach across other CCs.
Specific responsibilities
1.Programme Development:
- Gather and analyze camp and informal sites management-related data from target or proposed target populations, as part of integrated or joint assessments, and use this in response analysis to develop contextually appropriate, technically sound new projects and programmes and inform advocacy efforts;
- Ensure all relevant stakeholders are included in the planning and implementation of projects as appropriate;
- Support the CM/Protection from Violence portfolio through the development of sound and evidence-based project proposals and budgets for new projects/extensions of projects in conjunction with the relevant team, both programme and support staff;
- Support the consolidation as well as the enhancement of digital technology-based interventions within the CM core competency responses, where appropriate, to maximise on integrated programming and promote durable solutions;
- Ensure safe programming principles are embedded in all CM activities.
- Maintain close coordination with NRC’s Protection Specialist and PDM.
2. Programme Management:
- Overall responsibility for effective and efficient management of the CM projects consistent with the project management cycle (including reporting to the desired quality and standard);
- Organize Grants opening, review and end meetings and presentation in consultation with Grants, HoP and Area Manager.
- Overall budget management for CM projects/portfolio implemented and ensure appropriate burn-rates are maintained and that solutions to over/under expenditure are applied;
- Contribute to Area Master budget.
- Responsible for providing technical and implementation support and guidance to field-based CM staff in implementing NRC project(s), including but not limited to providing instructions on work plans, approving expenses/procurement, recruitments, reporting, etc.;
- Ensure monitoring data is collected, analyzed, included in NRC’s M&E systems, and used to adapt programmes as required.
- Act as the Site Management Working Group (SMWG) Coordinator, supporting dedicated national staff to carry out .
3. Technical Support, Oversight, Supervision and Capacity Building:
- Map out the operational requirements for the response within the areas of operation, identify and establish (where necessary) standards and guidelines that facilitate interoperability to ensure that activities are carried out;
- Develop and update agreed response strategies for the camps, including “exit”/transition strategy for site closures and action plans for the Site Management Working Group and ensuring that these are adequately reflected in overall State strategies;
- Conduct contingency planning based on worst-case and most likely scenarios in terms of population movements; ensuring relocations/returns are voluntary, dignified and safe;
- Support the development tools, processes for the field teams to improve data collection, and guide the IM teams for the development and regular update of IM products to be used for external sharing aiming to inform humanitarian response and advocacy (4Ws, Service Mapping, Site Profiles, Service Monitoring etc.);
- Support the improvement of Complaints Feedback and Response Mechanisms in State level, ensuring operational partners are engaged for the establishment of referral pathways; utilize NRC country’s platforms (i.e Digital Community Hub) to ensure different channels of feedback/complaints collection;
- Map community existing Community representation structures and encourage community representation of marginalized groups; support their capacity building around Camp Coordination and Camp Management and ensure their inclusion to the coordination mechanisms
- Establish Site Level and Zone level Coordination mechanisms with Humanitarian Service Providers, Authorities representatives, Community Leaders and other key representatives, ensuring meeting minutes are shared and action points being followed.
- Identify Care and Maintenance needs through data analysis that the field teams collecting and plan operational maintenance and rehabilitation activities, to improve the lives of the displaced in the sites and mitigate risks and hazards.
4. Logistics, Finance, and Human Resource Management:
- Ensure appropriate Financial and Logistical NRC systems/ procedures are adhered to within the CM team;
- Ensure timely and accurate development of procurement plans, recruitment plans, and spending plans and ensure the same is shared with relevant support colleagues;
- Responsible for ensuring timely submission of monthly CC-specific cash forecast to Finance and relevant Procurement Requests to Logistics;
- In line with project needs and funding availability, continuously and proactively plan CC-specific staff requirements and liaise with HR and Admin to ensure the same.
- Performance management of all direct reports, including regular 1:1 meetings and completion of work and development plans;
- Ensure all new team members are adequately briefed on arrival and departing team members are debriefed.
5. Coordination and Representation:
- Responsible for attending relevant Core competency-specific meetings and coordination fora, particularly Site Management Working Groups at State level which NRC will be co-lead, representing NRC strictly within the limit set out by the Country Office;
- Conduct senior representation at state level and promote strong working relationships with government counterparts and other stakeholders operating in the area;
- In line with NRC’s standards, ensure communication plans are implemented, stakeholders are informed on NRC’s activities, and the organization is well accepted by communities.

Generic professional competencies:
- At least three years in humanitarian Camp/ Site Management programming environment, including three years’ experience in a senior level project management position;
- Previous experience working in complex and volatile contexts;
- Knowledge and experience in protection mainstreaming, community outreach/engagement, community capacity building, and/or community-development oriented programming;
- Knowledge and skills in information management and digital mode of assistance;
- Fluency in English, both written and verbal;
- Computer literacy in Microsoft Office, including strong skills in Word, Excel and Outlook.
Context skills, knowledge and experience:
- Knowledge of the context in Sudan;
- Arabic language is an advantage;
- Experience in needs assessment and project monitoring and evaluation;
- Strong leadership skills and a supportive management style;
- Experience of a flexible approach to managing and prioritizing a high and diverse workload;
- Proven ability to work effectively across cultures, in sensitive environments and with stakeholders at all levels.

- 6 months fixed term contract
- We aim to attract internationally experienced candidates; starting basic monthly pay is NOK 52,301 dependent on level of experience. If a national candidate is selected, the national salary scale will apply.
