Summary:

The MEAL Officer is responsible to lead and support all MEAL activities of RI in Al Jazeera. The MEAL Officer will be responsible for planning, coordinating and reporting MEAL activities, monitoring, documentation, assessments, accountability mechanism, and reporting.

Essential Job Functions:

Planning:

  • Map out all MEAL activities and ensure that the activities are included in the main MEAL work plan.
  • Ensure that each project has M&E tools as required (theory of change, logical framework, IPTT, IPRS, and M&E framework, and DIP).
  • Give back to the MEAL Coordinator the progress of all the MEAL activities.
  • Report on the progress of MEAL activities.

Monitoring:

  • Lead and facilitate regular monitoring visits to RI and partners (using RI standard monitoring checklist as agreed by MEAL and Sectors). Prepare and share monitoring reports with relevant staff following monitoring visits.
  • Ensure RI and partners are compliant with standard data recording and reporting procedures.
  • Ensure data quality through regular data quality check/verification visits to RI and partners’ sites; review and provide timely feedback to Data Officers for required adjustment; and conduct a follow-up monitoring visit to facilities and sites to resolve discrepancies and obtain further information for incomplete documents.
  • Following each visit; compile and submit a data verification report to the MEAL Coordinator; do a follow-up and ensure concerns identified are addressed on time.
  • Update project logical frameworks and IPTTs in the LogAlto database.
  • Review reports from RI project managers and officers before submitting them to the MEAL Coordinator for final review.
  • Facilitate job training for partners’ staff to ensure compliance with minimum data collection and management standards.
  • Coordinate and facilitate joint monitoring visits (including government and donor monitoring visits) and prepare and share monitoring reports with relevant staff following the visits.
  • Support sectors in monthly data entry in the databases (upon request).

Evaluation:

  • Support coordination of baseline, mid-term, and end-line evaluation, assessments, and special studies.
  • Working with the MEAL team to follow up on evaluation feedback and recommendations.

Accountability:

  • Coordinate accountability to community activities, including managing feedback and complaints channels (hotline calls, suggestion boxes, and monthly community dialogue sessions).
  • Conduct regular community awareness sessions on RI feedback and complaint mechanisms.
  • Provide weekly updates of community feedback and complaint log-sheet and proper file of documents in Box – Accountability folder.
  • Track and ensure timely response to received feedback and complaints.
  • Consolidate and share monthly feedback and complaints reports.

Learning:

  • Coordinate identification and documentation of success stories, best practices, achievements, lessons learned, recommendations, and activity photographs.
  • Create timely data and information/document backups in the RI-MEAL Sudan Box Folder

Qualification and Experience:

Bachelor’s degree in public health, demography, sociology, epidemiology, Statistics, psychology, Monitoring and evaluation, and/or other relevant fields with at least three years of relevant professional work experience.

Experience 

  • Minimum of 2-3 years experience of which one year must have been in, an international NGO, in a similar role or with similar responsibilities
  • Knowledge of Health, Nutrition, WASH, and protection
  • Demonstrated experience in Monitoring, Evaluation, Accountability, and Learning
  • Experience in conducting quantitative and qualitative data collection, analysis, and reporting 
  • Strong analytical and report-writing skills
  • Good working knowledge of Microsoft packages (Excel, Word, and PPT)
  • Familiarity with data management systems and analysis software (such as SPSS) and mobile data collection is a plus.
  • Fluency in Arabic and working fluency in English
