CHILD SAFEGUARDING: 

Level 3:  the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE: 

The Finance and Awards Manager is responsible for the financial management and administration of EU-funded awards and projects. This mainly includes ensuring compliance with EU rules, managing the budget, forecasting, expenses, preparing financial reports, and supporting program managers and other key stakeholders. The position plays a critical role in ensuring the financial integrity and success of EU-funded awards.

The Finance Manager works with the program operation teams, and the finance teams at the field and Khartoum levels to ensure that the program operation meets the SCI/donor requirements including the delivery of budget planning, monitoring, and reporting in a timely and quality manner. 

SCOPE OF ROLE:

Budgeting and Reporting

  • Review supporting documentation to ensure compliance with EU rules, including procurement documents.
  • Review sub-grant (partner) records and support documents, follow up on partner advance liquidation, and support partner capacity strengthening.
  • Prepare financial reports by EU requirements.
  • Follow up on charging/coding accuracy, posting adjustments, and budget phasing.
  • Follow up on the completeness of timesheets for staff under EU funding, and ensure that manually approved timesheets are documented by HR and Finance.
  • Support program managers in providing reports, analysis, and support during reviews.
  • Reconcile the Financial Report and Narrative Report.
  • Be a focal point for responding to queries from internal and external stakeholders on EU-funded awards and projects.
  • Support facilitate audits and financial reviews.
  • Providing training and support to Country office and Field office staff on EU-funded awards and projects financial management. 
  • Another relevant area of business.

AP, Control, and BH support

  • Work with program/project managers at all levels to ensure solid fiscal planning of the budget in line with the program’s detailed implementation plan. 
  • Works with the Program’s Program manager and Program/Project Managers to anticipate delays and variations in spending and initiate corrective actions.
  • Support the budget holders in preparing monthly forecasts promptly. 
  • Work with the budget holders to prepare any budget revisions and projections and respond to any questions. 
  • Take appropriate steps to minimize the risk of fraud or theft. 
  • Carry out inductions and staff training for finance procedures, donor requirements, etc. 
  • Ensure that regular monitoring visits are conducted to the program’s field offices, at least once per quarter to monitor compliance with financial procedures, review activity progress, and assist managers in identifying the financial implications of changes in proposed activities and revising budget lines as required.

Grants Management

  • Provide inputs in donor financial reports and proposal budgets. 
  • Ensure all donor requirements (financial and reporting) are complied with and that quality proposals and financial reports are prepared and submitted on time
  • Advise on how to best utilize a program’s funding portfolio. 
  • Work with budget holders to estimate funds forecast on a timely basis to ensure resources are in place for carrying out project activities.

  • BSc degree or Advanced Degree or chartered qualification in Accountancy or other related field
  • Minimum of five years of professional experience in grant compliance, auditing, and financial management 
  • Knowledge and experience using various financial packages including SUN and Agresso systems
  • Significant experience in financial monitoring, budgetary systems, and controls with strong analytical skills
  • Proven ability to prepare budgets and donor financial reports 
  • Strong organizational, interpersonal, and time management skills while working in a dynamic, team setting in a challenging environment 
  • Willingness to travel extensively to remote and harsh locations to monitor financial processes and provide capacity building for staff
  • Excellent communication skills in English, both oral and written 
  • Demonstrable track record in effective team membership and communications. The post-holder is a member of a multi-disciplinary team and will be required to provide appropriate and timely input to other technical sectors to achieve broader project objectives
  • Ability to communicate effectively and work across departments, with demonstrated experience in integrated project activities.
