Under the technical supervision of Emergency Coordinator, and in close coordination with the Field Coordinator, the ERM team leader is responsible for the implementation and quality management of the Triangle Generation Humanitaire TGH ERM Project

The main objective of the position is to support the Field Coordinator and Emergency Coordinator in the design, implementation, monitoring and capitalization of rapid response activities carried out as part of Emergency Response Mechanism in Sudan, The ERM Team Leader will supervise the ERM Team.

There are two components of this ERM project

WASH: including provision of emergency water supply (e.g. water trucking, handpump rehabilitation, water yard rehabilitation) water point chlorination, etc.); emergency excreta disposal (emergency latrine construction, latrine rehabilitation, latrine desludging); hygiene promotion; community cholera WASH response; distribution of hygiene kits, shelter-NFI kits, and kitchen sets; and cash/voucher distributions.

Child Protection: including provision of case management with specific focus on the UAM & SC, referral, emergency PSS activities, training on PSS activities, parenting sessions and scial emotional learning, PFA, awareness raising and management of PSS volunteers, in strong collaboration with the ERM CP specialist

Members of the ERM team will be required to spend significant periods (for days, possibly weeks at one time) staying overnight in basic conditions in locations away from their assigned base (staying overnight at community leaders’ homes or other locations in the field). Team members must be willing and able to travel to, stay, and work in different states in Darfur.

In the course of undertaking their responsibilities the ERM Team Leader will represent TGH with professionalism, honesty and commitment.

Responsibilities and related tasks:

Alert Management and Assessments:

  • Support the ERM Coordinator and Field Coordinator in setting up comprehensive early warning systems in targeted areas and in line with project proposals and/or TGH guidelines.
  • Support in the triangulation of alerts, update and management of the alert tracking matrix.
  • Support with rapid needs assessments (RNA) planning, organization and conduction.
  • Lead RNA report writing.

Emergency Response Mechanism activities implementation, Reporting and Monitoring

  • Support with the design and implementation of contingency and intervention plans for targeted areas.
  • In line with project proposals and defined package of activities, lead the design of TGH’s rapid response interventions based on RNA findings.
  • Support the ERM Coordinator and ERM CP Specialist by proposing technical solutions and designs for activities, including WASH activities.
  • In close collaboration with the WASH and CP referents, provide technical guidance and support to the ERM Team during the implementation of activities.
  • Manage and support the ERM Team in planning their operational activities in line with ERM standards and timeframes.
  • In collaboration with the Field Coordinator and the logistic department, support the preparation of logistic requests for the ERM activities (IOF, BoQ, planning,).
  • Ensure the quality of the interventions while meeting tight deadlines.
  • In collaboration with his/her line managers, ensure the provision of integrated / multi-sectoral interventions on the ground with other consortium partners.
  • Contribute to writing intervention reports.
  • Contribute to updating TGH’s internal reporting and monitoring tools.
  • Suggest any adjustments to be made to the activity depending on contextual and other indicators development.

Institutional Knowledge Building – IKB

  • Support with the writing of SOPs and BOQs for the emergency team as well as their activities and responses.
  • Ensure that project files are complete, regularly updated, and properly archived.
  • In collaboration with the ERM Technical Referents, set up technical trainings depending on the operational needs and identified training requirements.
  • Draw and disseminate lessons learned for each intervention and contribute to after action reviews.

Coordination and Relations with local partners:

  • Contribute to ensuring proper coordination with TGH’s other field teams when deployed in their areas.
  • Contribute to weekly field coordination meetings with consortium partners.
  • In collaboration with Field/ Coordinator and relevant departments of TGH, support the preparation of administrative documents (MoU, handover, etc.) to be jointly signed with government authorities, communities or partner’s especially concerning new areas.
  • When delegated to do so, represent TGH at meeting or forums concerning the ERM activities.

PSEA & Safeguarding:

  • Facilitate awareness campaigns on PSEA (Prevention of Sexual Exploitation and Abuse) to affected populations and local communities, the standards of conduct expected of TGH staff and partners, and the various mechanisms for reporting abuse or concerns related to PSEA, including contact information.
  • Ensures that TGH staff and partners respect and implement the Child Safeguarding Policy.

Any other tasks assigned based on TGH project needs.

And any other tasks assigned by line manager or technical supervisor related to the project implementation needs.

Minimum Qualification, Skills and Experience Required:

Required knowledge and Skills

Bsc degree in any field related to project management.

Post Graduate diploma will be an asset.

At least 2 years of professional experience in Project Management or other relevant sector in emergency contexts

Demonstrated successful experience in team management

Multi-sectoral experience, preferably including in WASH and/or Child Protection

Previous experience in the humanitarian sector is required

Strong computer skills; good knowledge of the Microsoft office pack

Ability to write and speak fluent English and Arabic

Excellent program management and planning skills

Strong leadership/team management skills

Excellent communication and reporting skills

Personal features

Ability to travel, stay and work for extended periods in remote and insecure environments

An honest and hard worker

Organised and efficient

Ability to work autonomously with minimum supervision and in a team
