The Field Officer supports the Regional Field Coordinator in his/her representation, program coordination, strategy preparation and programming in TGH intervention areas, coordination with other humanitarian actors, team management, security and humanitarian monitoring.

The Field Officer assists the Regional Field Coordinator and relevant program and support department staff in communications and representation in meetings with authorities and NGO entities; and maintains a network of contacts within various NGO and government entities in order to facilitate TGH’s work. In addition,the Field Officer in link with logistics staff manages the processing of travel permits for TGH staff travelling within West Darfur as well as to or from Chad and/or other states of Darfur.

Additionally, the Field Officer participates in the specification of safety and security measures to be undertaken at the base level in collaboration with the Regional Field Coordinator, as well as their post-validation circulation.

The Field Officer must maintain strict confidentiality at all times and shall not disclose information concerning TGH and its activities without authorization from the Regional Field Coordinator.

Responsibilities and related tasks:

Humanitarian monitoring

  • Under the supervision of the Regional Field Coordinator, proactively monitor the humanitarian context in the intervention areas so as to anticipate and relay pertinent early warning needs which TGH programming could support.
  • Promptly report to the Regional Field Coordinator about any issues (internal or external) which may potentially cause delays or impediments to the smooth implementation of TGH activities, making recommendations for solutions.
  • When delegated, attend humanitarian coordination meetings and maintain good communication with NGO and government entities in order to closely follow the evolving humanitarian and operating context.

Coordination and Representation

  • Establish and maintain an active network of useful contacts within government entities, able to facilitate and assist TGH’s work in West Darfur and other states of Darfur.
  • Develop and maintain excellent knowledge of all official processes and procedures related to TGH’s work.
  • Maintain good communication with counterparts (Field/Liaison Officers) at other organizations (INGOs, LNGOs, UN agencies, etc) in order to be well informed on administrative or bureaucratic processes and any changes to them, and to learn from the experience of other organizations relevant to liaison tasks.
  • Regularly visit TGH project sites for support.
  • Coordinate with TGH logistics team and Field Coordinators regarding securing of travel permits for movements of expatriates or national staff within Darfur.

Access and safety

  • Collect information within the Field Coordinator’s domain of responsibility by attending (when delegated to do so) security briefings, meetings with authorities in the absence of the Regional Field Coordinator
  • Carry out security checks for the clearance of team departures out into the field
  • Analyze contextual information and update the Regional Field Coordinator
  • Establish a network of contacts enabling the collection and verification of diverse information
  • Maintain an updated list of security contacts in the area of operation
  • Provide updates on the security context at the weekly base meetings
  • Provide contextual and security briefing for new expatriates, under delegation of the Field Coordinator
  • Ensure respect for the core humanitarian principles of neutrality, impartiality, independence and humanity, as well as respect of the “do no harm” principle of humanitarian action

Other responsibilities

  • Accompany the Regional Field Coordinator and possibly other TGH staff on visits to Central Darfur or other states in Darfur.
  • If requested, escort visitors or donors to field locations within Darfur, liaising with relevant authorities to ensure access
  • Promptly report any safety or security issues which may affect TGH staff or assets; when requested, participate in TGH’s management of safety incidents.

PSEA & Safeguarding:

  • Respect TGH PSEA & Child Safeguarding Policy.
  • Ensures that TGH staff and partners respect and implement the PSEA & Child Safeguarding Policy.

Any other tasks assigned by the line manager based on TGH needs.
