UNDSS Sudan is supporting the UN Entities and International Non-Governmental Organizations (INGOs) and International Organisations (IOs) to enable the conduct of humanitarian relief programs. UNDSS seeks to fill several posts across Sudan.  Successful candidates must be able to work within one of these locations. Additionally, successful candidates must be prepared to relocate to other parts of the country and travel on official business, based on evolving humanitarian planning in Sudan.

The positions are locally administered by UNDP but financed by the United Nations Department of Safety and Security (UNDSS) from USAID Grant 2023/24 for Saving Lives Together (SLT) Project. The duration of the positions is through June 2024. Any extension of the contract is dependent on continued project funding, satisfactory performance, and a continued need.

Summary of Key Functions: 

  • Assists FSCO in collecting, updating, and communicating information regarding the security situation in the country/region of assignment.
  • Assists in maintaining the Security Plan, including updating staff lists.
  • Supports the FSCO with the assessment of Security Risk Management (SRM) Measures for the duty station.
  • Assists in reporting security incidents affecting UN and INGO/IOs personnel, offices, and assets.
  • Organizes and delivers training courses on security awareness and preparedness.
  • Assists in the conducting of physical security assessments.
  • Provides general administrative assistance to the FSCO. 
  • Performs any other duties as assigned.

1. Assists the FSCO in collecting, updating, and communicating information regarding the security situation in the country:

  • Liaises and coordinates, as appropriate, with the host government security organizations and/or personnel, including national and local provincial authorities, military, and police officers, as well as non-governmental organizations and other non-State actors in the area of operation.
  • Helps to assess the security situation at the duty station and ensures adequate gathering and verification of security information that may be required for a proper analysis of the situation by the FSCO.
  • Communicates information on security to the heads of United Nations agencies and provides host country security advice to UNDSS in the absence of the FSCO, as required.
  • Maintains regular contacts with Security Focal Points of UN agencies. 
  • Provide technical assistance at ASMT/SMT meetings when required.

2. Assists in maintaining the Security Plan, including updating staff lists:

  • Helps in the preparation and review of the UN Security Plan.
  • Supports actions during the implementation of the Security Plan, as required.

3. Assists the FSCO in monitoring compliance of SRM Measures established for the duty station

4. Assists in reporting security incidents affecting UN and INGOs/IOs personnel, offices and assets, and assists in the preparation of security reports, such as the Security Incident Report, and other Security Assessments.

5. Provides support in organizing and conducting training courses on security awareness and preparedness and providing security orientation to newly assigned staff members. Conducts security briefings, as required.

6. Performs other security-related tasks assigned by the FSCO:

  • Provides support in conducting security evaluations and provides advice on Residential Security Measures of UN/ INGOs/ IOs personnel, as well as on the latest trends and threats to staff safety and security.
  • Establishes and maintains warden system and keeps updates of information related to UN offices and residences.
  • Administers a pass and ID system.
  • Maintains liaison with commercial companies used for UN security at offices and residences, to ensure the effective and efficient use of the guard force.

Institutional arrangement:

Field Security Associates will work under the overall guidance and supervision of the Field Security Coordination Officer (FSCO) and will assist in the implementation of security operations and all matters relating to the management of safety and security for UN personnel in the region of assignment.

Education:

Secondary education, desirable with specialized training and/or experience in the security field. 

A university degree is desirable but it is not a requirement.

Experience: 

A minimum 6 years (with Secondary Education) or 3 years (with a Bachelor’s Degree) of relevant experience in security, preferably in the military or police context or related field of work is required.

Required  skills:

Prior experience with the UN system, an international NGO, diplomatic community is desirable.
